I went to Plane of Storms and there is the area there in the middle with the ponds that has frogs, but the respawn time is really long. I waited around 40 minutes and left with no respawns.
The place to go is The Grounds if you are high enough. The pond has frogs all around it, one named, and by the time you circle the pond they are respawning so it is pretty much non-stop.

just a warning that if you fight the frogs in plane of storms
that the frogs summon and the tadpoles dont count in quest
