I found that Stone Hive was a good spot to kill halflings and bixies simultaneously in the dungeon and the jail. Slaves and Thralls.
I went to Al'Kabor's Nightmare off House of Thule. The first section is Rivervale area and has 17 halflings to kill with no faction hits.

Sactus Seru, knock out all your "good" races in one blow, faction there is no real penalty.
I couldn't Find any Halflings or Wood Elves in Sanctus Seru. Good on just about everything else.
Do I Have Too?
There are no High Elves or Wood Elves that I could find. But there definitely are Halflings, all of the Watcher mobs and random citizens. Can find 1-3 in the bars usually. Also, they can show up in the housing areas and just wandering around.

I was trying PC since there are other races there too, but even with both camps the spawn rate is so slow since it is a newbie zone. Dulak Harbor was good for some races, Grimling was good for the Vah Shir, kill the guards at the zone in, no negative faction comments. Most my half elves were in JPines at the poacher camps.
