The Bandit Camp in Greater Faydark, no longer gives ANY faction hits. There are a total of 7 female bandits. Respawn is within 5-8 minutes roughly. No Faction Hit ! The previous faction from years ago was removed

Confirmed. The interesting thing is they con Kindly, so there's some faction at play but there's no hit when killing.
Sister Island is definitely the place to go. There are a number of faction hits that will not get you on the VIP lists anymore in Kelethin, but its no big deal. I went in as ally to the sisters, killed 100 of them and was still ally. If you drop low on a faction you need go into crushbone and kill orcs to get it back.
** WARNING ** There is one sister that will give you quite a challenge if you are not high level. https://everquest.allakhazam.com/db/npc.html?id=2574 Styria is a Warrior Guildmaster that is lvl 61 and will agro if you attack another wood elf near her. Not only is she level 61 but she has around 2 million hp. At level 105, my rogue deals some serious dps and it still took 45 seconds to beat her down. She is up top in the center of the island, so to avoid her just run laps around the island at the shoreline.
Circling the island along the shoreline will get you 100 kills in around 20 minutes and you dont have to worry about the named. The respawn rate is so fast that it is pretty much nonstop killing as you run laps.

Sister Island in Ocean of Tears - can finish it in no time. The translocater in Butcherblock will send you straight there. Used to hunt here all the time way back in the day, the faction hits have never caused me any trouble.

Wood elves are few and far between. Don't go to Old Kith... go to Greater Faydark. There is a bandit camp there that respawn relatively quick. There are about 6 or 7 NPC's that spawn as wood elves more often than not. It takes a while, but you don't have faction issues this way.
There are seven spawns at the camp, four bandits and three lookouts. The ratio seems to be four wood-elves and three half-elves.
I haven't timed the respawn, but I would guess that it's in the four to five minutes range. In between clearings, you can run towards Greater Felwithe and clear the newbie trash to add kills for wasps, bats, skeletons, wolves, orcs, and the occasional arborean (treants).

This is the best advice yet. The ones that do not spawn as wood elves, end up spawning as half-elves, so you get both just by constantly killing the bandit camp.
