The dogs are a trio of rotdogs "feign death' in the house. Rocco is to the left of the fireplace, Billie is to the right of the fireplace, and Totty is behind and to the left of the table you must place the items on. All three con yellow to a level 100.
Upon zoning in the dogs emote:
Rocco salivates while dreaming of snake meat.
Billie salivates while dreaming of rat meat.
Totty salivates while dreaming of bear meat.
Upon handing the right piece of meat to a dog (regardless which dog you hand it in to, all three give this yellow message when you hand in the right meat piece):
Celia's dog quickly devours the meat before falling into a deep sleep.

Note: while the task updates the Kromrif Locksmith Tools step inside the house, you must actually click them outside the house, in front of her door in Sunrise Hills. This is a sub-task assigned as part of the task "A Ticket to the Show" (which is a sub-task, itself, in "The Long Lost Puppet").
You say, 'Hail, Edwin Tilmoss' Edwin Tilmoss nods with approval as he inspects your bags for the items he requested. 'It looks like you have everything needed to plan the perfect date. Celia's house is in the hills to the northeast. She keeps it locked up, of course, so you'll need to use the Locksmith Tools to gain entry. Once inside, place the rose, the doll, and the pie on her table. When you're done, I'll reward you with my ticket to the puppet show. You have been assigned the task 'Setting the Mood'. Before making your way to Celia's house, acquire 1x "Bear Meat" + 1x "Rat Meat" + 1x "Snake Meat". (Melet Ironstove in Plane of Knowledge sells all three.) In Sunrise Hills, make your way to Celia's house. This is a tiny house located in the northeastern part of the zone (the Terminus neighborhood). It's a lone house with a few rocks around it, just below and to the right of the Terminus Guild Hall plot (note: the house is not placed on a buyable plot of land). To enter, stand at the door and right-click the Kromrif Locksmith Tools. Upon zoning in, you see these emotes: Rocco salivates while dreaming of snake meat. Billie salivates while dreaming of rat meat. Totty salivates while dreaming of bear meat. Upon handing the correct piece of meat to a dog: Celia's dog quickly devours the meat before falling into a deep sleep. From here, you can progress the task. Note that if you place the items out of sequence, the dogs wake up and attack (each hit for a max ~18,000). Although this is a shared task, only 1 player is allowed. Requesting while grouped results in message indicating You cannot be assigned this shared task because your party exceeds the maximum allowed number of players. Attempting to taskadd anyone after sucessfully requesting this results in message You can not add another player since you currently have the maximum number of players allowed ( 1) in this shared task.
Celia's house is just a bit southeast of 107 Terminus. Attempting to set the items on the table out of sequence causes the puppies to wake up -- they hit me for 18k a swing before I faded them off :)
Clicking the door to leave the instance lands you in front of the Magus in the Guild Lobby. Weird.
