The shipwrecked goblin is located at the fork of the river, around that area.
The easiest way I've found to get the mobs if just to join an HS group, the temple have many hungry predators, then invisin around the zone there are plenty of Braxi to find.

You say, 'We need to catch something?

Santug Claugg`s Helper says 'Dat Gnomie seem to fink he can help, but I dunno. You go see what he wants?'

Zoptik says 'Does Santug's Helper need a little help himself? I've got a device I use back home all the time to catch faedrakes. I bet with a little fine tuning, though, I could [build] one that would work on braxi!'

Zoptik says 'Well, I don't carry all the necessary components on me at all times, but I do have a small supply of tools and parts, as it happens,' he indicates a toolbox near his feet, nearly as large as himself, 'I'll only need a [few] things.'
You say, 'What few things?'

Zoptik says 'Let's see,' he begins sorting through his collection, 'So we'll need a bag, and the rod, and of course the mana - oh! And I'm out of tubing, it looks like.' He stands up abruptly and turns to you, 'Alright, to make this simple, I'll write it down somewhere for you - ah! That journal-looking thing you have should work!'
After delivering the requested items to Zoptik the quest is updated and he says: Zoptik says 'Tada! The Braxi Encapsulator is complete! Just remember to be careful with it. If you do accidentally drop it in lava, or a troll stomps on it, you can always return to me and I'll attempt to craft you another.'
When you hand the Braxi Encapsulator to a goblin it says: a harrowed Gigglegibber Goblin snatches the Braxi Encapsulator Device from you with a grin, 'Santug Claugg's Helper will be happy with this news! You go tell him now, yes?' The goblin clutches the device with one greedy hand while shooing you away with another. (Brell's Rest)
When you hail Santug Claugg's Helper at the end he says: Hooray! Frostfell has been saved! Santug Claugg`s Helper picks you up with his sweaty ogre arms and twirls you around gleefully, 'Yooz saved Frostfell! Hurray!'
