This is an event in the raid expedition "Temple of Fear's Fall", a special instanced version of North Temple of Veeshan introduced with the Rain of Fear expansion (a permanent raid).

Lord Koi`Doken hits for a max ~38,000 and single-target rampages (does not flurry or AE rampage). As he is not rooted or leashed, he can be pulled to any location.

He casts a summon spell on random players throughout the event:

Every 40 seconds, he procs a charm (3 ticks) on the current tank:
