This achievement was added with the October 16, 2012 patch with the announcement:
Added the God Learner achievement, completed by finding some secret lore in Veil of Alaris. This achievement is granted upon completion of the God Learner quest. (Note: The Erillion sentry stone is not technically part of the achievement, but does have an item to give you.) I did some testing with different toons and apparently you need 100 Alaran to do this achievement.

While I agree that a sentry stone in Erillion, City of Bronze responds in kind with the other sentry stones with the phrase "We wish you to have this. We wish to be heard" and gives you A Sentry Shard.
The City of Bronze Sentry Stone is not part of the achievement for it gives you A Sentry Shard of Three. Also there are 8 shards to get and you have 9 zones listed.

I'm not sure exactly what language skill is required. My guess would be 88 as the tasks in Sepulcher require language 88 to request. At language 100, I had no problem - my friend with language 55 got the message "There is no response from the stone" in Sepulcher
I have the same response from 'a worn sentry stone' as your friend does: "There is no response from the stone." My Alaran language skill is currently at 93.

9. Argath, Bastion of Illdaera: a battered sentry stone (-378, -120, 13)
Do you need to have max Alaran in order to begin this? Upon hailing "a worn sentry stone" in Sepulcher of Order while visible, I only receive a message in yellow saying "There is no response from the stone."
Any help on this would be appreciated.
