    This is a sub-quest in the Princess Lenya quest, but is nice in its own right.

    In East Freeport, go into Hallard's Resales (located on the left at the top of the ramp down to the "bad" part of East Freeport) and talk to Tohsan Hallard at /way -970,+20.


    You say, 'Hail, Tohsan Hallard'

    Tohsan Hallard says 'Greetings and welcome to Hallard's! You will find many aged weapons begging you to shine them up and make them great once more. We will gladly pay you top dollar for any rusty weapons you may have found littering the Commonlands. I have a [special offer] for those who have obtained orc pawn picks.'

    You say, 'What special offer?'

    Tohsan Hallard says 'I will pay some silver pieces for every four orc pawn picks returned to me. I shall also throw in a ticket to the Highpass Hold lottery. It could be a winner!!'

    Upon turning in four Orc Pawn Pick:

    Tohsan Hallard says 'There will be no silver nor lottery ticket until I receive four orc pawn picks.'
    Tohsan Hallard says 'There will be no silver nor lottery ticket until I receive four orc pawn picks.'

    Treasurer Lynn says 'Interested in the Highkeep lottery, are we? I am afraid it has been put on hold. We found last season's winner to be holding a counterfeit ticket. We now await [last season's winner] to step forward with the winning ticket - ticket number 16568. His prize is the key to the royal suite.'

    You say, 'Who was last season's winner?'

    Treasurer Lynn says 'Last season's winner is not known. I have heard from my sources that he was some sort of merchant of used goods.'

    When you get to Highkeep, look for Treasurer Lynn (loc -61, -375) and ask "What highkeep lottery?" then ask "who is last season's winner?" then give her the winning ticket #16568.

    Vivian Selgan is on the Coalition of Trade Folk in West Freeport. She is the human DoN taskmaster. Somehow my faction with the faction got messed up and had to fix it. Did two turn ins, and that was enough to get her back to indifferent. Not all the merchants in Freeport are on this faction.

    what happened was they took the rusty weapon merchants out of the game...

    seems people were tarnishing them, melting them for ore, turning them into folded sheets of metal, and making an enormous profit. (rusty ******* swords only cost a few sp, the folded sheets sell for over a plat)

    they unfortunately screwed up several quest mobs with this crap. instead of changing the rusty prices, or the sell-back on the smithing items, they just took the merchants out of the game entirely giving no thought to the quests.

    ive petitioned a few times, going to keep trying. so stupid.

    For the last two weeks I have been looking for Toshan to hand in the picks, mainly for faction hits. He seems to have left his shop in East Freeport, and even the latest patch has not made him re-appear. I 'bugged' even before the patch but no luck. Perhaps he finally won the lottery himself and has retired from business.
    I hate taking the pick to Valon in WC because they weigh so much and there are some negative hits on faction.

    /em lugs 4 backpacks full of heavy Orc Picks to EFP, only to be boggled by Tohsan's disappearance.

    Sadly, it looks like this quest is now a goner. It's a shame too, since this was an easy quest that was great for raising faction (4 positive hits + no negatives = excellent). Speculation: Maybe SOE deemed the faction hits too good and trashed the quest...dunno. Hopefully, this quest will be recycled in the future.

    On a side note, the merchant that stood adjacent to Tohsan seemed to have left town also.

    /em cries as he sells the 4 backpacks full of Orc Picks to some random merchant for only 6 copper per pick.

    UPDATE: It appears Tohsan just went on a short vacation...he is back to his usual job as a merchant. Plus he gladly accepts Orc Picks as well.

    My Pally did this quest repeatedly prior to completing his Soulfire quest. Soulfire makes a Pally KOS to the Freeport Militia, which complicates movement within Freeport. Here are a few observations.

    There are six lottery tickets that you can get, or, more correctly, there are six that I've found thus far. Each one is Lore. If you do the quest and already have the Lore ticket, it really doesn't seem to hurt anything. You get the faction, exp, etc. anyway. The picks are really heavy (10 pounds each, four needed for each time you do the quest.) Having SOW and some STR buffs will allow you to load up several backpacks. The quest is much easier for those who can bind at the turn-in spot and gate to there once immobile from weight carried.

    Don't expect much exp for the quest. The primary reason you would do it repeatedly is for faction. You receive only positive faction for this quest. Another good Freeport faction quest is giving the Tumpy's Tonics to Groflah Steadirt in East Freeport. Because the Groflah quest is done near the docks, it's much easier for those already KOS with the Freeport Milita to do than is the Lottery Ticket quest (which requires travel deeper into the zone, and therefore past more guards.)

    Your goal should be to become ally with both the Coalition of Tradefolk and the Coalition of Tradefolk Underground. Doing this early with make later questing much easier, and will give you better prices at merchants on those factions.

    I have lugged over 40 Orc Picks to this guy he says he is giving me exp and faction with the merchants but i have yet to see a pixel's worth of experience. I wrote a Bug fix on it. I want my exp. thoes darn Orc Picks are heavy for a weekling Erudite Wizard with only 60 weight alowance. I really don't see any faction either if there is any it is precious little.

    this is a very low level quest, the items you need are dropped off newbie creatures that a level 5 would find easy, of course you're not getting much xp, as for the faction, 40 picks is only 10 times compleating the quest, any faction boost is gonna be based on how difficult it is. Since a level 5 can do it with ease, I'd say you would need to do that quest probably AT LEAST 100 times to actualy change your faction.

    yes, i am but a lvl 7 rogue and i wnated to try this. I went to him with 4 orc picks and handed them to him and went to high pass hold and what do you know got the key, and this was my first try. What do ya know. well i kept on doing it the orc pics part anyway and never got that ticket again.

    I am a dark elf warrior and was wondering if this is a fast way to raise faction up with the collation? I need them to start selling to me so I can continue my smithing skill :) the knights of truth and freeport milita both look at me amiably. Killed tons of orcs for the knights of truth faction, and handed in deathfists belts for the milita faction. Wish there was a easy mob to kill that could raise your collation faction to. Going to try it now and see. BTW they currently con dubiously to me and say stuff like, "I thought dark elves had their own merchants? whaterver! I'm not selling anything to you!" And, "I have something for you, lets see, it's the EXIT! GET OUT!" lol :(

    Note for janam and note for rebby quests raise merchant faction FAST. I did the quest for militia faction, and by the time I got up one faction level to militia, I was ally to merchants.

    Yeah but you cant do the note quests if you are dubious, I tried. Thats why I'm stuck doing the pawn picks to get my faction back up. How long does it take to get from dubious to the next level??

    I completed the quest last night and the winner was the same each time i asked the treasurer in highpass keep. it was 16568 if i remember right. to get her to talk just say "what highpass lottery" then turn in the right ticket to her for the key to the royal sweet. I did turn in other tickets to her and got nothing she just said "not sure what im to do with that". the key is no drop. after saying "what highpass lottery" she says the winning number in the message but also has brackets around <last season's winner> but i tried like 60 ways to get her to say more but no luck. still got the key though when i turned in the right key.

    This is actually part of the Fiery Avenger quest. A paladin needs the key to the suite as there is an NPC in the suite that he needs to deliver some items to. As doing the Soulfire quest (necessary to do the Fiery Avenger quest) will make my paladin very KOS in FP, I am doing this ahead of Soulfire completion. I would suggest that any other paladin trying for their epic weapon do this quest in advance of completing the Test of Truth and killing Lucan in the Soulfire quest. Both of those, especially killing Lucan, will make any involved party members KOS in east and west FP.

    My appologies, this is part of the Silent Watch Shield quest. A shield that a paladin can use and wear in the back slot. Been looking up too many quests, that I am now getting them confused.

    No, you haven't done anything wrong, just haven't given her the right ticket yet. I got all five tickets and only one was the winner. All of the others didn't give me a single copper or exp. The winning ticket is #16568. What you do is Hail Treasurer Lynn, ask "What HighKeep Lottery?", she then tells you that the lottery is on hold because last season's winner never came forward and gives you the ticket number. Just give her the correct ticket and she gives you some exp and the key. The rest of them she will just give you the puzzled message on.

    I didn't see any mention of the Treasurer in that first desciption of the quest, nor in the postings from people who have been successful. Is that the proper person?
    At lvl 19 my Rogue is hanging around Highhold, killing Orcs, Gnolls and Gobs. Couldn't do the quest anyway as none will deal with me in the Keep besides the Banker and Bard, but I have other characters lvling up. Deffinately curious about the answer.

    How many times do you need to do to alter the faction significantly?
    I'm a DE cleric and I've done this about 8-9 times, and I don't think it's enough to change anything major. Previously most FP west and east people con me as dubious.

    Anyone knows any fast way to get faction with Coalition of Trade Folk up?

    I am doing this quest and the quest with the two notes at the same time...
    When i am in West Freeport i am killing some orcs until i have 4 picks and return them...

    I don't know if that will be a faster way, since you have to leave the tunnels again for go to the tavern, but i will continue doing this. After only 2 times i am still dubiously.

    A quicker way to raise faction with Coalition of Tradefolk is to do the Note to Janam and Note to Rebby quests which both start in the Rogue Guild in East FP. Details can be found in East FP quest section

    However, if your faction with Coalition of Tradesfolk Illegal is low enough, the NPCs won't give you the Note quests. You can use this quest to raise this faction to the point that you can get the note quests.

    Turned in Lotto Tic to Treasurer Lynn yesterday morning and only got a thank you. Is this all she says if you have a loser? I expected a little commiseration or something, not thank you. Didn't even get a 'come again!' Got so upset I gave her my HK 102 key--but that's another story. Is there a trigger I need to set before I give Lynn my tic? I tried "What lottery?" and got no response. The summary above mentions some guy nearby, but I only noticed fems: the Jail Clerk, Treasurer Lynn, and the Bank Clerk. I'd like to know, because I'll be spending a lot of time in Highpass trying to repair my Fp Militia faction, and it varies the boredom of gnoll scalping. Thanks Eworthing--Lanys

    I have turned in picks like it was going out of style (mostly for faction with merchants) and I had four different tickets in the end, despite literally dozens of picks. supposedly one of these would be the correct one, so you should have the right ticket after 16 picks...

    There is actually 5 tickets total. It took me over 40 attempts to get the 5th ticket (which was the winner)

    It seems people are overlooking the orc pawn pick part of the quest. The highpass ticket is not as interesting, since it's just a small amount of money, usually, and no faction. On the other hand, your kos characters to freeport militia can still sneak in here and get faction hits with knights of truth. Enough trips to Tohsan Hallard with lots of picks on you, and you'll be non-kos in North Freeport, without harming any faction at all! In fact, if you just buy the picks, rather than kill wandering orc pawns, you don't lose any faction getting them either, not that anyone cares about Deathfist faction. Considering the orc camps are heavily camped most of the time, this is sometimes the quickest way to gain faction with North Freeport guards.

    Can Darkelf SK's do this quest.I have good faction with the freeport militia guards, but who else do i need faction to get in. When I was trying to go from west freeport to east freeport someone near the enchanters guild start attacking me and i died in 3 hits.

    Don't know about DE SKs, but I have managed to raise Knights of Truth faction for my Human SK (admittedly, only to Dubious) to the point where she can wander around North FP and use the bank without incident.

    I still attack every orc I see just to be sure, though.
