To Kill a Thel Ereth Ril: Electrocution Danger

This is a shared task (1-6 players) whose purpose is to progress its grand task "To Kill a Thel Ereth Ril" (given by Alchemist Vaskerin).
It begins with Infiltrator Tesara in the zone-in area of the Sepulcher of Order (found off to the side in a corner near the entrance doors to the main part of the zone -- location -185, 70, 0). In order to request it, you must first have completed the task "Dismantling the Order". You say, 'Hail, Infiltrator Tesara' Infiltrator Tesara says 'You have spoken to Alchemist Vaskerin? You know of the Alsa Thel? Good. I have discovered many ways to [disrupt] the plans of the Order within this sepulcher, while at the same time obtaining samples of thel that Vaskerin can use to construct weapons.' You say, 'How do we disrupt them?' Infiltrator Tesara says 'The Triumvirate draws followers from across the land. With the powers of each god and the worship of their followers, the Alsa Ril will rise and claim ownership of this world. Even now they strengthen the powers of the gods with their blood, and they breed armies to spread out over the land. But we can stop this. Will you undertake a [task]?' You say, 'I'll undertake a task!' Infiltrator Tesara says 'Good. Here is something you can do to disrupt the Triumvirate's plans.' A task window pops up and offers a random one of 24 different tasks. You have been assigned the task 'Electrocution Danger'. Infiltrator Tesara has asked you to disrupt the Triumvirate's plans. Find the entrance to the Temple of Tides in the west side of Sepulcher. Electrocuting creatures requires they be nearby in the water. They must be destroyed quickly after being shocked. Electrocute three or more denizens of tides that are standing together, and kill them 0/4 (Sepulcher of Order) With the "Water Spark" received, travel to the west side of the zone (the lower of the two middle entrances to Sepulcher West) and use the spark to electrocute creatures there. They'll need to be killed after being shocked (4 mobs). Report back to Infiltrator Tesara 0/1 (Sepulcher of Order) You say, 'Hail, Infiltrator Tesara' You have caused further chaos to the plans of the Triumvirate. We were never able to get an update after hours of clearing. Each time we would either get an emote warning that we were not deep enough in the water or that there were other mobs too close. Literally training the entire area away and leaving just that one mob wasn't enough, so either it's bugged or else the 'nearby' mobs need to be killed rather than simply out of range.
I had trouble at first also: I went around invisible, figuring the clicky would make me visible and start the fight, but it would never click. It was always "not in deep enough water" or "not enough mobs close together." (I wonder if that's what dafdaf mistook for "other mobs too close"?) I tried clicking when there were three mobs roaming very near each other, but never got it to work.
Finally I grit my teeth (doing this solo as a monk) and started a fight with one mob that at least appeared to be in deep enough water, and pulled in adds until I had four. Then the clicky worked! Fortunately, killing those 4 fulfilled the task; I didn't have to kill 4 sets of at least 3 each!
