Web of Curiosity (shared task [min. 1 player])
per ZAM - "Yavia is a Drakkin female. When first found she is at 11% health, seated in the south-most set of spider caverns in The Steppes. Loc -1420, -1880."

Treasure of the Dead (shared task [min. 3 players])
per ZAM - "Bordan the Cursed is a Drakkin that sits at Loc 1638, 257 [in The Steppes]. This is inside the tunnel that links the giant and gnoll areas of the zone."

Book For Toegnasher
per ZAM - "This solo task begins [in The Steppes] with a Gnoll named Toegnasher (in the Gnoll camp in the vicinity of 675, 75 (on the west side of the pathway's north tip)."

lets see, you need to do a level 70 quest to get a level 50 piece of armor. At least they are consistent. This had been an ongoing problem for years. Can a 50's even get the 3rd quest?
