it is possible to go into the corridor next to/prior to/east of the one containing the cell that Culdyri is in and target and hail him. the corridor he is in has 2 SI guards in front of it, so if you want to do this quickly, just take the previous corridor and /tar culd and you will target him.
i did this for the end hail, and then got the quest again from him from the adjacent cell. saves one the trouble of getting past the guards.

This is a kill task that begins with Culdylri in Erillion, the City of Bronze (found at about -235, 200, -41 -- in the south-central jail block on the lower level of the main building). Pre-requisites for requesting the task: - No tasks - 81 Skill Level in Alaran You say, 'Hail, Culdylri' Culdylri says, in Alaran, 'No! Please, do not [take] me - I beg of you!' You say, 'I'm not going to take you...' Culdylri says, in Alaran, 'You- you're not here to take me away?' It stares unbelievingly, its tentacles quivering with fear, 'How did you get into this place? No, never mind - I don't care. Just please, do not release me! These bars are all that stands between me and those [carnifex] fiends!' You say, 'What are the carnifex?' Culdylri says, in Alaran, 'Don't ask me about them!' It shudders violently, and lowers its voice as it continues, 'Do not speak of them. Do not think of [them].
