At 14, he still said I need to be higher level, but at 19 he gave me the quest.

Geerlok #1: Simple Spring for Crescent Reach

This task is the first in a series of four Tinkering tradeskill tasks. It begins with Matrum Geerlok in Crescent Reach (a gnome located behind the bank).
There is a minimum level required before you are able to obtain this task. It's believed to be in the range of 15-18. You say 'Hail, Matrum Geerlok' Matrum Geerlok says 'Oh Hello. Busy Busy. So many people. New people, different people, even old people. So much [work] to do. Work work work. So many things to see. And just after I [improved] on Father's work. And to top it off, such strange [ideas] running through my head.' You say 'Work?' Matrum Geerlok says 'Yes, so much work. Always a little of this and a little of that. And the money sorter that Skithnik wants. Simple. He wants simple! How insulting! But despite all that, if you help me I can give you a minor bit of [training]' You say 'Training?' Matrum Geerlok says 'The Circle of the Crystalwing have decided as a group that the best way to teach is by experience. You will be given a series of tasks that you can use to learn about the skill you are working on. When you are ready, simply tell me that you are [ready to start] and I will assign you a task appropriate for your skill.' You say 'I'm ready to start' If too low level, you see: Matrum Geerlok says 'Go learn, don't come back until you have more experience as an adventurer. You must know more as an adventurer before you can learn more of tinkering. Go, I am busy busy.' If high enough, you see: Matrum Geerlok says 'Ah yes, this will be much help. Even if you think you cannot learn from this, you must do this. So much work to do. Take this. Follow the directions, and ask if you need more [supplies].' You have been assigned the task 'Simple Spring for Crescent Reach'. You receive a stack of 20x Thin Steel Wire. To make a simple spring, twist a Thin Steel Wire into a spiral in a Toolbox. When you have made twenty spring, give them to Matrum Geerlok. If you need more supplies, ask Matrum Geerlok for more. Create 20 Simple Springs (Tinkering trivial of 31) and hand them in to Matrum Geerlok. As a level 8 Gnome, he wouldn't give me this task. Here is what he said:

I've had quests from him before with my human cleric, but to my elven druid, he said "Sorry sorry. I am much too busy. They keep me busy busy. Sorry that you are inferior, but I can only train gnomes in the skills.
