|This a long and involved quest, and can be started in a number of different places, but revolves around Qeynos, Surefall Glade, and Freeport. It ultimately results in a high-powered Shadow Knight weapon.
There are four parts to this quest: The first three involve the collection of Bayle Lists, and the fourth involves turning in those items.
See Commander Kane in the Shrine of Bertoxxulous of the Qeynos Catecombs. If he doesn't talk to you at first, hail him and say "the disease is spreading". He asks you to deliver "Blackburrow Stout" to Barn Bloodstone who is outside the Golden Rooster building in Highpass Hold. Make sure your faction with Barn Bloodstone is at least indifferent (to raise it, you can do the "Letter to Janam" and "Letter to Rebby" quests in East Freeport). This results in "Bayle List I":
Barn Bloodstone says 'Why thank you, kind citizen! Mutt, throw me the package! Here. This is for your boss. Do not return return to Kane without the other two lists. Some other bixie boy might just beat you to one of the other pieces. Go to Freeport. There you will find a woman called Opal. Quite a looker. I hear she works with the Arcane Scientists. Tell her the disease is spreading. She will help you.'

As an alternative, you can kill Mutt Rootlit, who stands next to Barn Bloodstone in Highpass Hold. She drops the "Bayle List I" item, but doing so results in faction hits:

For background on the second part, you can talk to Runethar Hamest in the Temple of Thunder, who is investigating corruption among the guards of Qeynos. He asks you to find Frenway Marthank in the Druids' Guildtree of Surefall Glade. Ask him for "The Bayle List". When you do, you'll find Frenway is in a state of depression. His son -- who happened to be carrying the very list you're looking for -- was killed and devoured by the great grizzly bear Mammoth, which lives deep in the caves of Surefall Glade. As a Druid, Frenway is forbidden to harm the bears of the Glade, but he wants vengeance. If you can find and slay Mammoth, you will get the "Bayle list II".

As an alternative, you can do the regurgatonic quest and feed Mammoth the regurgatonic to get the bear to cough up the list.
This part begins with Raltur Caliskon in East Freeport (/loc -1430, 570, -50).
The lead-in to this part of the quest happens at one of the possible endings of the Message Intercept quest:
Raltur Caliskon says 'So the great Antonius Bayle wishes to ally himself with the mighty Knights of Truth. How pathetic. It would appear that the alliance has spawned infiltrators of sorts. Of course, we of the Dismal Rage are already aware of this, but I am sure Sir Lucan D'Lere knows nothing as usual. I have a [mission] for any evil shadowknight of Innoruuk.'
You say, 'What mission?'
Raltur Caliskon says 'Antonius Bayle has created a strong alliance with certain groups from four other cities. He and his allies are clearly up to no good, or rather, all good. We require more information. Visiting our fair city is a woman called Lady Shae. We have learned that she is heading to Qeynos soon, returning something called the [Bayle List]. Find her before she leaves. Bring me her Bayle List III.'
Find Lady Shae in the Hogcaller's Inn at /loc 175, -650, -87.
You say, 'Hail, Lady Shae'
Lady Shae says 'Hello. It is always good to meet someone new. I am Lady Shae of the House of Dumas. And what [house] are you from?'
You say, 'I have no house...'
Lady Shae says 'Good. I care not to hang around any snobs this evening. Would you be so kind as to buy me some wine?'
Give her 4x "Red Wine:
Lady Shae says 'Thank you.. Oh my! A few more of these and I will be spilling all my secrets.'
Lady Shae says 'Oh my.. You are so kind. I can not tell you the last time I had so much fine wine. Well, there was the time Antonius Bayle told me he no longer had the time for a committed relationship. Mister big ruler of the world. Make it to the top and find someone younger. I know his plan. I hate him. I will never trust another human again. After all that, he goes and asks me to hold on to this list for him. Well I am glad it was taken from me by that [Dyllin]. Antonius Bayle has no ties to me any more!! Good riddance! Oooooh! I love him.'

You say, 'Who is Dyllin?'
Lady Shae says 'Dyllin was the name of a Qeynos guard who was sent to pick up the list I was holding for dear, sweet Antonius. He left just yesterday. If you wish to meet up with him, I heard him say he was going to stop at Highpass Hold.'
Head to Highpass Hold, and go to the pond near Tiger's Roar. Take the underwater tunnel (/loc -200, 355, -48) to the Smugglers area, and kill Dyllin Starsine.

He drops "Page 30 of a Book" (used for the Testament of Vaneer quest) and "Bayle List III", which reads:

Give the Bayle List III to Raltur in East Freeport.
Raltur Caliskon says 'You have done well. This is the Bayle List. I have heard of it. It is useless without the remaining two parts. Take the list. You must collect the other two pieces of the list and take them to a scribe by the name of Rathmana Allin. He can be found in the deserts of South Ro. First, you must go ask Venox Tarkog what the Bayle List is. He is here in the shrine and will fill you in on your mission.'
You're going to need about 150 into Amiable to get Venox to reply. Without tthat he says: "You have not earned my rage, that is good. You have not earned enough trust from the Dismal Rage, that is bad. Go and find ways to serve us better."
You say, 'Hail, Venox Tarkog'
Venox Tarkog says, 'Welcome to the shrine of the Dismal Rage. May [Innoruuk] guide your every move in life. Here, we will teach you to release your rage unto the world. My priests are at your disposal.'
You say, 'what is the bayle list?'
'Oh. You must be the shadowknight who is to return the list to [Pietro Zarn]. The Bayle List is actually three scrolls with coded words. Alone they are nonsense. Together they can be decoded and tell something of value. Antonius Bayle had them created and gave them to three of his most trusted friends. Of these, I know Lady Shae, his old love. Then there is Captain Linarius Grafe, captain of the outer Qeynos Guards. Lastly, there is Frenway Marthank, Antonius Bayle's oldest friend. He is a resident of the Jaggedpine. When you recover the scrolls, you must take them to Rathmana Allin. He is a master scribe. He will decode the scrolls for us. He can be found in the deserts of South Ro. Now you'd best be off, before some other finds the scrolls. You must get there first and return the decoded list to Pietro Zarn.'
Take all three Bayle List items to Rathmana Allin in South Ro along with 20 gold pieces. In return, you receive a translated list.
You say, 'Hail, Rathmana Allin'
Rathmana Allin says, 'Company?! Way out here in the desert of Ro? This is a pleasant surprise! Won't you stay for a while? I am sure the desert has dried your throat. I have supplies if necessary. At a price, of course. Are you [traveling] or are you [here on business]?'
You say, 'here on business'
Rathmana Allin says, 'Of course. You do not look like a traveling merchant or a lost adventurer. Someone has sent you to Rathmana. Well then, let's not waste time. Give me the item, or items, and my fee of twenty gold coins. It must be gold. I have no use for any other metals.'
Rathmana Allin says, 'I have no need for this, Halleb. You can have it back.'
You receive 20 gold.
Rathmana Allin says, 'I believe there is more yet.'
Rathmana Allin says, 'I believe there is more yet.'
Rathmana Allin says, 'A simple code. Why do you even bother Rathmana with such chil'ds play? Here is your translation. That was the easiest twenty gold coins I ever earned.'
Your faction standing with Temple of Solusek Ro has been adjusted by 5.

You gain experience (with a bonus)!
If you give this to Pietro Zarn, the Shadow Knight guildmaster in East Freeport, he will usually reward you with a Rage War Maul (you may need very high faction with him to get it - thus you shouldn't kill Dyllin unless you started very high).
You say, 'Hail, Pietro Zarn'
Pietro Zarn says, 'Who are you to dare speak with the great Pietro Zarn?! I see nothing more than a whelp in front of me. Innoruuk himself speaks with me. And now you expect me to waste words on you, a commoner?! Begone, Halleb! You have done nothing to pique my interest, only my rage!'

Pietro Zarn says, 'You have proven yourself truly evil. Your hatred shall shine from this day forth. Innoruuk commands that I reward you with this. It is called Rage and it serves the powers of hate. Use it to smite the forces of good. Hail Innoruuk!'

It's possible (but not confirmed) that there is a 'good' NPC to give the list to to get a good-oriented reward.
