Marilena is one of the nymphs located by the willow tree in Goru`kar Mesa. You must have at least kindly faction with "Nymphs of the Windwillow" before she'll give you a task.
You say, 'Hail, Marilena' Marilena says 'Welcome to our swathel! Tunare smiles upon me this day, for I am still alive and well. This is significant in the face of the griffons and harpies, they are such a mean sort. Day in and day out they swoop down from the sky. We are nimble, but often we stand little chance if we're not paying attention. Would you help [protect] us?' You say, 'I will help protect you.' If you have insufficient faction or your level is outside her task range, you will see: Marilena says 'I'm afraid I have little to say to you. You certainly would seem like a willing sort.' If you qualify, you will see: Marilena says 'You will not regret your decision. I will make it worth your while.' You have been assigned the task 'Harpy Horrors'.
Harpy Plumes drop from various harpies outside the area around Blackfeather Roost. You say, 'Hail, Marilena' Your task 'Harpy Horrors' has been updated. The nymphs are grateful for your help and they will indeed use the plumes for trading with the satyr. Marilena hopes to get seeds to plant a garden of herbs. Your faction standing with Nymphs of the Windwillow got better. Your faction standing with Minohten got better. Your faction standing with Nymphs of the Darkwater got worse. You gain experience!! There's no need to hand in the plumes. You can just collect them, hail Marilena afterwards and then destroy the plumes. | ||||||||||||||||||||||||||||||||||||||||||||||||

You can just collect the plumes, hail her afterwards and then destroy them.
If it did at one time, it seems your level does not matter now. At 105, I hailed her and was given Pluck it! and then hailed her again and she gave me Harpy Horrors. No shrouding needed.
Ditto, I just got it at 115.

was able to pick up this and griffon quest at lvl 65 with kindly faction.
Did this quest at level 68 Wizard; faction was/is kindly considers.

the faction needed must've been changed, since I've requested this quest on 4 different characters, the last two, being amiable, and receiving it.
I couldn't get it at kindly, now I am warmly and still can't get it. Working faction up to ally if I can to see how that fares.

Have stack of eight (8) Harpy Plumes and then went and got quest; she had no need of them when tried handing them in. Get quest before you go there. Drakkin going for their level 45 breath weapon should get both quests from her before you go.
