and can do it at LEVEL 65, any toon, any deity, any class.

Goreman may be found at 715.48, 1141.56, -55.29. NOTE: If he won't talk to you normally, you can still get the task by saying the key phrase "get some".
You say, 'Hail, Goreman' Goreman says 'Bark! Bark! Hail!' Goreman says in shockingly good common. 'I am glad to meet you,' Goreman says, pronouncing each word carefully. 'Do I speak correct? I learn from friend Fiskar. He says I speak well. But I got in trouble for talking too much and not cooking. I like cooking, but I not have enough [meat]! Kobold only eat meat, but hunters not bring meat!" Goreman is obviously agitated and his common grows worse as his agitation grows. 'What me do? Me not able to feed clan, clan be weak and orcs kill!'' You say, 'Meat?' Goreman says 'Yes, meat! Can you [get some]?' You say, 'I can get some.' A window now appears offering three tasks; choose "Goreman's Supplies: Bear Meat." Goreman says 'Bark!' You have been assigned the task 'Goreman's Supplies: Bear Meat'. Goreman has been running low on his supply of bear meat lately. He isn't able to spare the time to hunt the bears himself, and the kobold warriors are to lazy to be troubled to gather it. He needs assistance in the gathering of meat before he runs out and his fellow kobolds decide to eat him instead. Kill 10 Icefall Bears 0/10 (Icefall Glacier) Adult cave bears and adolescent cave bears update this step. Loot 4 Icefall Bear Meat from Icefall Bears 0/4 (Icefall Glacier) Deliver 4 Icefall Bear Meat to Goreman 0/4 (Icefall Glacier) With your delivery of meat Goreman should have enough to make it through another day. He is located at 715.48, 1141.56,-55.29 . Look for him just south of the wiz spire on the right.
My friend's lvl 67 pally got this quest so lvl 70 is incorrect. 
He would not give quest to my lvl 60 warrior.
As stated in draynin's post, if Goreman wont speak to you just say... "I will get some" and you'll have choice of 3 tasks. Make sure you choose the 'Goreman's Supplies: Bear Meat'. task for the wr bag. The bag is lore so cant repeat it. Also must kill 10 icefall bears so pre-looting is a waste of time without quest.
Goreman is on a small hill on the west side of zone mid way. I will post loc to Goreman later.
*Note: when hunting the icefall bears be aware of the named mob, Hunter the kobold. He is tough, summons, hits for almost 3300 hp and seems to even blurr. (not positive)
He wiped my group: 78 shmn, 67 pally, 66 rog, 60 war, and 2 healer mercs and a shmn pet.
And he can hang around for along time less someone aggros him or is killed.

This may be stated in other places, but I'll restate it here.
Most people won't have the proper faction to actually get anything other than "go away" from Goreman. However, you can still get this quest by simply saying [get some] to him.
