The first Hardcore Heritage zones (Blackburrow and Cazic Thule) went live on May 13, 2015. No word yet about how long zones will be available and when others will kick in.
This armor quest is always available, however the item components required in it only drop from special revamped versions of the given zones. These zones are only available during special events (for instance, EverQuest's 10th anniversary, the Living Legacy events, or more recently, the Hardcore Heritage events).
Level 80 Zones:
Blackburrow: Reinforced Blackburrow
Cazic-Thule: Lost Temple of Cazic-Thule
Estate of Unrest: Greater Unrest
Lower Guk: Darkened Ruins of Old Guk
Level 90 Zones:
Crushbone (Level 90 Revamp)
Permafrost Keep (Level 90 Revamp)
Level 105 Zones:
Old Sebilis (Level 105 Revamp)
Find Thach Jerden, a gnome in the Plane of Knowledge at location -340, +520, -124.25 (outside the smith building in the southeast of the main section of the zone).
You say, 'Hail, Thach Jerden'
Thach Jerden says 'Greetings, adventurer. Have you perhaps heard of these strange [changes] that have been happening to familiar areas?'
You say, 'What changes?'
Thach Jerden says 'They're very odd. For a brief period suddenly areas that we thought we knew will be transformed. The monsters that used to inhabit them will suddenly gain in strength and abilities, and their [equipment] will be changed as well.'
You say, 'Equipment?'
Thach Jerden says 'Some of them have come into possession of some wonderful [glowing] armors that I find endlessly fascinating, but I have not been able to obtain them on my own.'
You say, 'Glowing?'
Thach Jerden says 'Have you found some? May I have them? I'll offer you a piece of [armor] from my own collection in trade. They're... very, very nice.'
You say, 'What armor?'
Thach Jerden says 'I will match whatever type of armor you bring me. An arm for an arm, you might say. I have several different types of bracers or wristbands, though, so if I give you one that you don't want, hand it back to me and I will exchange it for another that you can use.'
Statless Glowing Othni armor pieces drop from various mobs in the revamped versions of Cazic-Thule and Unrest.
Statless Glowing Athlai armor pieces drop from various mobs in the revamped versions of Blackburrow and Lower Guk.
Statless Glowing Reis armor pieces drop from various mobs in the revamped versions of Crushbone and Permafrost.
Statless Glowing Sebilisian armor pieces drop from various mobs in the revamped version of Old Sebilis.
