After zoning in, turn southeast to find "an injured slave" at 282, -442.
You say, 'Hail, an injured slave' an injured slave says 'Just leave me here to die. What is it you want from me? Can't you see that we are all doomed to the same [fate]?' You say, 'What fate?' an injured slave says 'Where have you been? Have you not seen all of the death the ogres have brought to us in this war? You do seem to have an air of mystery about you. Maybe you would be willing to do me a [favor]?' You say, 'I will do you a favor.' an injured slave says 'I have seen the slavers carry keys to the chains that I am bound by. If you were to get a set for me, I think others here would see that you mean us no harm and would probably be more inclined to speak to you.' You have been assigned the task 'Times are a Chainin''. An injured slave has asked you to aid her by obtaining the key to her shackles which can be found on the Toskirakk slavers. Return the key to her and speak with Dwerina afterwards. How rare is the key? I've been killing slavers, sentinels and other ogres and have yet to see a key.

Based on my unscientific research results, the key drops from sentinels better than slavers. Maybe it was just my luck. I killed 2 dozen slavers up and down the passage from zone in to main area where the boars roam and never saw a key. The six keys our group looted all came from sentinels from anywhere in the zone: near warrens zone line and around the market.
Though the sentinels can indeed drop the key for this quest, it's far easier to do what the quest itself says and get the key from a Slaver, such as the ones standing at the door of the zone-in room.
I was able to obtain this at 75

got key drops from several mobs in the hallways upstairs too

After completing this task I was able to get the task "Millik's Remains" from Dwerina Feystalker. Loot 1 Millik's hand, Loot 1 Millik's head, Loot 1 Millik's Leg.
