Some notes.

Viktor wanders back and forth between the ruins and the village, so just gotta check out those places (looks like during daylight he's at the ruins and then wanders back to house in NW at night.)

Like mentioned before, I got the rat parts in the instances given by Captain Hiran. I killed about 15 rats in Hills without a single drop and went to village and cleared all the rats (using a tracker) and got 2 of the bloodberries. Then I tried the instance and got all that I needed through 2 clearings of rats (like mentioned before, kill all the rats, zone out and grab task again.) The drop rate was still easily 3 to 1 on bloodberries over blueberries, but in about 60 rat kills outside the instance i never got a blueberry so it seems doing the instance is the way to go. First time there were about 10 rats, and probably 4 out of 5 had one of the berries, second time through I had close to 20 rats on track, probably would have gotten enough in just that clearing. So randomness can play in your favor.

I also got my 3 whiskers in one clearing of instance

I had my fine pelt from before so stayed away from bears in instance so dont know their drop rate.

After turning in the final item, the following line appears in yellow, followed immediately by 3 faction hits. This is before accepting the reward from the quest rewards window.

After pulling my hair out trying to get the rat items (branches) in the normal village zone, a guildie recommended I give the instance a try. Mind you I was doing quest for 4 chars at once. I managed to get all the drops in the instances (Rat, wolf, and bear). I used both instances.
A couple of things I noticed.
1) The instance zones did not respawn anything. I went as far one time as to pretty much clear the entire zone. Nothing respawned.
2) As long as you don't hail the guy in the village to begin the mission events, they never start. You can, however, after clearing zone of the critters go ahead and hail him to complete the mission. It will operate as if you had just zoned in.
3) Getting the instance during the game night does seem to increase the chances of undead. I zoned in once to find it was roughly 90% undead. I just deleted mission and got a new one.

Thanks for the info Lochrin. I decided to give the instance Stop the Contamination a try and what a big difference. In the instance you don't have to worry about doing the main part of it unless you hail Billik Broadwake. Its much easier finding rats in this instance. I would often find 2 to 3 clumped together too.

You can do the 'Stop the Contamination' quest to get the drops as long as you request the task during the day. If you get the task at night the zone will be full of undead.

I found Viktor Snowborn spawn at -2470,610 .

stop the contamination was the ultimate tip. Got all drops beyond bear skin there for 3 chars within 1 hour. now just need to find sometin to get that bear skin ...

I can confirm these items drop in the instance task Stop The Contamanation.
Im doing it now as of this writing,havent seen the the bear skin yet but i have got plenty of both of the berries and all the wolf wiskers so far.

Zone looks like it repops,seen 2 undead skellys out by the zone line to oecangreen hills but other than that no other undead around that i seen so far.
Just get a merc of your choice and someone else to afk and grp with you and you can solo it,get mission and just dont hail to start the mission task and run around and kill till you loot what you need,prety straight foward and simple,mobs LB at 82.

Mobs also drop armor like elabarote stuff,got a chain tunic off the first kill.

found him in the NW home hanging around so perhaps he is there until 11p.m. or he just had not depopped yet this was around 4 a.m. game time

Get or have someone get the grp mission (stop the contamination works fine).
Zone in by hailing Koel.
Don't start quest, and roam the field for animals. Nothing pops if you dont start it, and the animals drop the parts. Also repop fairly fast.
No Ksing fools to deal with (like the Golden Army idiots on Veeshan) and no trans of undead..

Viktor Snowborn says 'I need all supplies; brushes, canvas, paint. . . I can make these things with the right materials, but I do not have them. Maybe you [can get] them for me?'

You say, 'can get'

You have been assigned the task 'Paint Supplies'.

Viktor Snowborn says 'I have much thanks for you.'

**As far as I could tell there is no pre-quest needed to get this quest.

Got this quest as a Level 73 Wizard. Since many of the animals were blue to me at this level, I would guess the minimum level is either 70 or 65.
