This is the FABLED version of The Binden Concerrentia quest. It is only available during anniversary events.
You say, 'Hail, Elder Clinka' Elder Clinka says 'Why do you disturb my meditations? Do you come seeking the [Fabled Binden Concerrentia]?' You say, 'Fabled Binden Concerrentia?' Elder Clinka says 'Many of the minions of the most powerful gods have recently grown in power and influence, Vlada. I know not how long this influx of energy will last, but it may be a rare opportunity. Living [fragments] of these minions are purer and more powerful than ever before, and we could use them to infuse a clockwork talisman with incredible energy!' You say, 'Fragments?' Elder Clinka says 'If you acquire one each of these powerful elemental fragments - fire, water, air, and earth - you can use this specially prepared [container] to dissolve their essences into an existing [clockwork talisman] or Binden Concerrentia.' You say, 'A container?' Elder Clinka says 'There you are. Just add the four essences and a clockwork talisman or Binden Concerrentia, and the container will do the rest. Be careful! The formation of this new talisman will destroy any augments you have affixed. Make sure to remove them before you close the box!' Receive a Shining Lined Case. You say, 'What about the clockwork talisman?' Elder Clinka says 'If you are in search of a clockwork talisman, you may want to speak with Jimlok Keylifter. He is an avid fisherman and is usually found fishing off the platform of the nearby building. He will be sure to set you on your way!' If you do not have a regular "The Binden Concerrentia", you need to complete the original Clockwork Talisman quest from Jimlok, followed by the Powered Clockwork Talisman quest from Tabben Bromel. A Fabled Fragment of Fire drops from Fabled Jopal Lavahurler or A Fabled Jopal in the Plane of Fire. 3. A Fabled Fragment of Water drops from A Fabled Trilion in the Plane of Water. 4. A Fabled Fragment of Earth drops from Fabled Earthcraft Assassin or Fabled Vekerchiki Warrior in the Plane of Earth. ANY MEPHIT MODEL mob in ANY PLANE is a potential PH for these Fabled mobs. The "Fabled Vekerchiki Warrior" does not have the Fabled tag. The only way to tell that it is the fabled version to drop the fabled piece is that it cons higher than the regular version (Light blue to 90 instead of grey)
