This quest is identical for the following races and is given by the Artisan in your home city....

Dwarf
Gnome
Halfling

Using Dwarfs as an example...

You say, 'Hail, Artisan Yar Shiverbrow'

Artisan Yar Shiverbrow says 'Gaa! Look at that shoddy piece of work yer wearing! You call that [armor]? I've seen finer craftsmanship hanging off the corpse of a rock-pickin' goblin!'

You say, 'armor'

Artisan Yar Shiverbrow says 'Bah! See how you are?! All sloppy and ragged! Now look at me! A respectable dwarf, standing tall and proud in bright mail. The way Brell intended! To any self-respectin' dwarf, good armor is more important than good ale! Your ale won't last, but your armor is forever! Remember that, Bali. Now if you [want] to be a self-respecting dwarf, let me know. I've also got a couple kits of [adornments] to be used by someone in decent armor, not someone like you. But if yer interested in them I might tell you about them. Otherwise carry on with your lollygagging!'

You say, 'adornments'

Artisan Yar Shiverbrow says 'You see, these adornments aren't just fer lookin at. No, these can work wonders when you combine them with the patterns that I have. You'd surely be a foolish one if you thought that I'd ever be makin somthin fer armor that was just fer looks. Now I'm willing to part with some of these kits but you'd have to [prove your mettle] first.'

You say, 'prove my mettle'

Artisan Yar Shiverbrow says 'Let's see here. . . I know, since yer an adventurin type, I'll send you on some adventures. I'll even be nice about it. You've got yer choice of any of the tasks I have offered you. Take this impression book and make impressions of certain parts of critters that you slay in your adventurous deeds. This magical book can make impression of objects with depth to them or just of the pattern on the surface of an object.'

You are offered a number of "Impressions" tasks. For Blessed...

To find the patterns that will inspire you, you will need to kill Pickclaw goblins in RunnyEye, and crag spiders in East Karana. The patterns you will need are on the anklet of the Pickclaws and the carapace of the spiders.

Receive Blessed Impression Book

Kill 20 Pickclaw goblins 0/20 (Clan RunnyEye)

Make impressions of the Pickclaw anklets. 0/5 (Clan RunnyEye)

An "impression" is a random update that can come from any kill... as long as you have your Impression Book in your inventory. It may be necessary to kill in excess of the required kill quota in order to complete the impressions stage. That's why it's called random.

Kill 10 crag spiders 0/10 (East Karana)

Make impressions of the crag spider carapaces 0/2 (East Karana)

Deliver the impression book to an artisan of your race 0/1 (ALL)

Return Blessec Impression Book to the same Artisan you gave you the quest.

Receive Blessed Book of xxx Culture appropriate to your race.

[Mon Sep 21 19:48:08 2009] Artisan Kjell Sunrunner regards you indifferently -- what would you like your tombstone to say?

[Mon Sep 21 19:48:14 2009] You say, 'Hail, Artisan Kjell Sunrunner'
* This dialog varies by NPC *
[Mon Sep 21 19:48:14 2009] Artisan Kjell Sunrunner says ''Aye, hail,' the barbarian says as he raises a fist in salute. 'Have you returned for the [funeral], Bareback?''
[Mon Sep 21 19:48:25 2009] You say, 'funeral?'
[Mon Sep 21 19:48:26 2009] Artisan Kjell Sunrunner says ''The funeral of Fellroon Skene. He's one of the last of the Skene clan. The lad fell in battle. It was a proud death, a warrior's death! Too bad there are so few of his kin left to mourn him. That's why I've returned to Halas, to pay tribute to a great [warrior]!''
[Mon Sep 21 19:48:38 2009] You say, 'warrior?'
[Mon Sep 21 19:48:39 2009] Artisan Kjell Sunrunner says ''Aye, all the Skenes had a penchant for warfare. That's probably why there are so few of them left. Before he died, Fellroon told me where to find his clan's armor pattern book. Their ancestral designs were a long kept secret, but Fellroon said he didn't want these patterns to die with him. He told me to pass them on to all Barbarians across Norrath. Would you be interested in a pattern [book] or perhaps some armor [patterns]?''

* Eventually you keywords for book or armor or something similar as well a patterns keyword: Book in this instance gives the descriptions of the old-world quest for the cultural armor book to make armor patterns with. The items are different for each race as well *

[Mon Sep 21 19:48:46 2009] You say, 'book?'
[Mon Sep 21 19:48:47 2009] Artisan Kjell Sunrunner says ''Very well then. To make a pattern book, I require a fire beetle carapace for the cover, a patch of zombie skin for the pages, a golden bandit tooth for the clasp, and a lion tail to grind down and make a salve which will protect and preserve the finished product. I have heard these resources can be found in Western Karana. Return to me when you have these items and the armor patterns shall be yours.''

* Depending on your skill level, various tasks are offered: With 0 skill in both smithing and tailoring, the follow tasks are offered: *

[Mon Sep 21 19:48:58 2009] You say, 'patterns'
[Mon Sep 21 19:48:58 2009] Artisan Kjell Sunrunner says 'Well then, Bareback. Now that the Fellroon is dead, a tribute is important. Take this impression book and make impressions of certain parts of critters that you slay in your heroic deeds. This magical book can make impression of objects with depth to them or just of the pattern on the surface of an object. Take as many of the tasks I offer you as you would like.'

You say, 'Hail, Artisan Vidi Cogsworthy'
Artisan Vidi Cogsworthy says 'Wha? Who are you? Go away! You're breaking my [concentration].'
You say, 'What concentration?'
Artisan Vidi Cogsworthy says 'Yes, I'm trying to concentrate on my calculations! You see, I discovered yesterday that based upon the gnomish arm-torso aspect ratio our current [armor] designs are actually patterned with suboptimal. . . Sub. . . Uh. . .. Blast! You've broken my concentration!'
You say, 'What armor designs?'
Artisan Vidi Cogsworthy says 'Yes, well, before you interrupted me I was trying to redesign Ak'Anon's armor patterns. I believe with my newest calculations, I can increase the efficiency of our designs by a significant margin. Assuming, of course, I can finish my calculations. It's hard to work with strangers running up and hailing me all day!' Vidi sighs and then continues, 'Tell you what, if you leave me alone, I'll make you a pattern book with my new designs. Would you be [interested] in that, or perhaps you're more interested in [symbols] I've been studying?'
(The quest breaks off into separate tasks here. Saying 'symbols' continues the Blessed Impression quest.)
You say, 'What symbols?'
Artisan Vidi Cogsworthy says 'These symbols when used in conjunction with my improved armor can improve them even more! If you're interested in them I have some [work] that you could do to earn some patterns for them.'
You say, 'What work do you have?'
Artisan Vidi Cogsworthy says 'I need you to do a bit of exploration and gathering for me. The symbols need a certain amount of. . . Inspiration. I find that I do not have time to go out into the world and be inspired. I will give you an impression book that you can use to make impressions of certain patterns that you find out in the world. This book will magically take deep impressions or even just surface patterns. All of it is useful for inspiration. You may do as many of the tasks as you wish, but each requires a slightly different book.'
You have been assigned the task 'Blessed Impressions'.
The tasks are the same, only the text is varied by Artisan.

So there are "Blessed Impressions" tasks for armor and separate ones for symbols?

The dialog is some what messed up from the changes made to the new DoN cultural (spring 2008?), but basically, it's still the same, 1 quest for armor patterns, that work with any level of armor, and 6 symbol pattern quests, one for each symbol level, Blessed, Revered, Sacred, Eminent, Exalted, and Sublime.

The armor quest (Old-world quest, just turn in the items specified in the dialog) can be done at practically any time (not sure about <15 level, but any level 15+ for sure, and any smithing / tailoring skill). The symbool tasks are not offered, until the appropriate tradeskill level, and possibly player level as well, as I haven't tried the higher symbol quests on a low level high tradeskill alt.

Over all on the dialog. The hail gives the same response as previously, but further text gives different responses and keywords to trigger the new set of quests. The old keywords not used in the new dialog, don't get a response.

EDIT: For clarity.
