This is another "mini-task" that is required in order to upgrade your Combine Signet Ring, and is a required step for the Solteris flag.
Upon completion of the previous mini-task: Tactician Sodut says 'This . . . this is staggering! According to these documents the Emperor Vaakiszh was little more than a puppet figurehead! And this document hints at even darker possibilities, possibilities I will have to consider. Please return later and we will discuss how we can [proceed] given this new information.' You say, 'Let's proceed' Tactician Sodut says 'It was a deep and disturbing shock to all of us to learn that Emperor Vaakiszh was a figurehead but it was far more shocking to learn that a second, hidden, habitat is being used by the Shissar militants. I have made contact with one of the Shissar that stands opposed to the militant faction and is willing to work with us. Go see Vizier Zio and he will help you enter this hidden habitat and seek the key to Solteris.' You have been assigned the task 'A City in Peril - Make Contact with the Shissar Loyalists'. Contact Vizier Zio of the Shissar loyalists See Vizier Zio in the portalmaster's tower in Katta Castrum. You say, 'Hail, Vizier Zio' Vizier Zio says 'My contacts with the Combine officials warned me you would be visiting me. What [news] do you bring?' Your task 'A City in Peril - Make Contact with the Shissar Loyalists' has been updated. You say, 'News!' Vizier Zio says 'What? You slew Vaakiszh? This is outstanding news! With the Emperor [gone] the time to strike is at hand!' You say, 'He's gone' Vizier Zio says 'Not gone? But you just told me you killed the Emperor. You can't mean that there is [another]?' You say, 'There is another...' Vizier Zio says 'No! This cannot be true! How could I have been so deceived! A puppet Emperor and a second habitat full of those vile [traitors]! This cannot be borne! I go to Sodut and say "proceed" and get and bad response, "What was that you said " or something every time.

Location is -2172, -2143, -65 at the very top of the portalmaster tower. The tower is outside the two inner rings of city walls, set in the third ring, at about "4 o'clock" or East South East.
