Here's my theory... the longer the Scarecrows are up, the more likely the straw is to drop.
1) I logged in this morning, killed the first round of SCs and got a drop off the 1st kill.
2) I camped for a few hours and no drops.
3) I logged out to go get lunch. When I logged back in, I got 2 drops off the 1st and 2nd kill.
4) I continued to camp for a few more rounds and not a single drop.
So ... for grins I waited until all 5 were up and set a timer for 5 mins. Waited ... 1 dropped on 2nd kill.
Just a theory .... maybe it helps.

This solo task begins with Brislebum, who is located at +3621.29, -811.28, +103.27 in Dragonscale Hills.
You say, 'Hail, Brislebum' Brislebum says 'Hello adventurer. If you aren't too busy I could use your assistance with [something].' You say, 'Something?' Brislebum says 'With all the recent activities regarding the flying fortress everyone has been talking about I have decided to find a way to [fly] myself.' You say, 'Fly?' Brislebum says 'Yes, you heard me correct. I will probably be the most unconventional gnome you will ever meet as I believe that we can fly without the aid of machinery. I have been watching other races for a while now and believe that I can copy them if I gather enough of their [resources].' You say, 'What resources?' You have been assigned the task 'I Can Fly'. Brislebum says 'I'm glad you asked. I am currently looking for 10 wind nymph wings, 10 crow wings, and 5 pieces of straw from the scarecrows in the area. As silly as this theory sounds, my experience has felt similar.
I'm currently leveling my first toons (poorly 3 boxing) and doing this quest on all 3 toons is taking me an eternity.
I have done the same thing. Log in, get a straw almost always off the first round that has been up, then farm for hours with nothing. Log off to do something else, come back, get another one off the first round, farm a couple more hours, see nothing, repeat.

Be prepared to camp the farm for the Piece of Scarecrow Straw. Six farm clears and zero pieces dropped.

I don't know if they have changed the drop rate since this post but i didn't even have to kill a scarecrow to get my 5 pieces quest straw, it toke me about 5 minutes to get all 5 cause a group was just leaving them on the corpses, the hardest part of this quest was the Wings, their drop rate is horrible and you need 10 of them.
This is one of quite a few related tasks that ultimately allow you to attain the Model XLII Spatial Temporal Oculus.
