This is one of the only mail quests that does not involve the trip to another continent. The only hangup for really low people is the quick run through Blackburrow.

That's not strictly true, I know there's a route from Ak'Anon to Kelethin, and I believe one from Nektulos Forest to Freeport. I think it general the "field operatives" will send mail to the nearest guild hall, which is usually a zone or two away; while guild halls will send to other guild halls, often on other continents.
