Rank threes are available on LOTL Elite supplier vendor but only for certain people who finished ....?? I just redid all the quests listed here --- I have max ally faction...have Breakneck & Krondor kills ......
Anyone have any ideas what is required - specifically what quests / kills for Rank 3 spells ?

Rank III spells are awarded from a rune turn in, these runes are dropped by winning raid events =)
Actually, there are a few Elite Vendors around some of the zones, they offer most of the rank 3 spells that are vendor sold as rank 2 versions after you have completed certain pre-req's, that of which are widely unknown at the moment. Well, it is known that you have to be ally with the faction, any tasks needed are not well known.

Kaerra of the Light is in the Tower in Dragonscale on the first floor. Will get a /loc later.
Agilica is in the same tree as Queen Venenu. Instead of going up to the second floor via that circular ramp, stay outside and head off to the left towards the back of the tree. She is in one of the depressions.
It's a good idea to clear the wanderer on the bridge to the tree and the static mob just to the left of the bridge. It is possible to hail Agilica and run away before the guards agro (you have to run behind them) but it's not consistent. As the other poster said, the guards do see invis. Be careful when approaching Agilica because the guards might still be up from a previous failed attempt by someone else. There should only be the 1 static mob near the bridge. I have no idea how long it takes for them to despawn if they every do. If you kill the guards before hailing Agilica, it doesn't count and the guards spawn again upon hailing. Killing the guards count as a brownie kill for any of the tasks you may have.

The task update requires you to kill both of the brownie guards, not just one. And they do see through Invis.
