He's near an Armor shop. Use Find to locate Merchant Tissan (he's listed under Armor). Tacar is to the left of the door *before* you enter the Armor shop.

At least on Aradune, he is right next to the bank as you enter the merchant area. You literally look at the sign for Faydark Bank, and he is standing right next to it.

This quest is great for a bare-bones newbie who isn't going to get powerleveled or twinked. I highly recommend you do it a few times between kelethin and felwithe. It'll earn you, if nothing else, a few first spells or some cloth armor, some good faction, and some decent EXP for a jumpstart.

If starting a new character and you know the way to Kelethin and back, nothing rivals delivering the mail - I still do it if I'm walking through Felwithe, BB, Kaladim etc.

Positive faction can't be bad either.
This has to be the single best quest in game for this level.

This quest is one of my "must do" quest for my EQ strategies guides, that I have posted around the net.

The new server strategy is to kill pull the bard from Kelethin all the way to felwithe: newbies will attack the guy and pull him all the way to felwithe. Then the entire population of elves will streamline this quest from the wood elf in felwithe to the pulled bard in gfey. This may seem like an exploit but I don't feel there's anything wrong with it. You only have to cross a zone. For you lvl and the lvl of danger this is the single most excellent quest.

The money is simply staggering if you do this on a consistent basis. This single quest can buy you spells for many a lvl and the xp is pretty astronomical at newbie lvl.

How to do the quest

You will see solitary bards in a lot of places in the world. Many of them have mail that they want delivered to major cities. If you hail them, they will ask if you are [interested] in delivering some mail for them. If you say "I am interested", they will say something like they have a letter that they want you to [deliver] to [freeport] or some other city. Sometimes they have pouches, sometimes they have letters. You say "I will deliver to Freeport" (or whatever city they want mail to go to), and they'll hand you a pouch or a letter to deliver to that location, and tell you who to deliver it to (usually someone in the bard guild).

Aside from the solitary bards scattered throughout the planet (at least the pre-Kunark sections) there are also bards in the bard guilds in the main cities that want you do deliver pouches of mail to other major cities. Some of these bards have more than one pouch to deliver to different places.

Places that I know of that have bards that want mail delivered:
Freeport
Nektulos
Innothule
Feerrott
Rivervale
Qeynos
Surefall
Highkeep
Kelethin
Kaladim
Felwithe
Erudin
Ak'Anon

I'm sure that there are other bards out there that I'm forgetting, or never found.

Also, one more thing to note, In Freeport and Qeynos (and maybe Kelethin, I don't recall for sure there), letters to that city go to one NPC in the bard guild, but pouches to that city go to another bard in the guild. The pouches will go to the same NPC that wants you to deliver pouches of mail to other cities.

I think one NPC in one city hands you either a pouch or letter and tells you to take it to the wrong NPC in the destination city. This was definitely a bug in there a long time ago, but it may have been fixed by now. If you learn which NPCs accept the pouches, and which NPCs accept the letters, though, then you don't need to worry about where you were told to take the mail, you can just deliver it to the right person. Each pouch or letter says which city it goes to in the item name, so there's no problem having a bunch of mail to be delivered later just sitting in your bank.

You can add Halas, inside the bank, and also in the Barbarian fishing village in West Karana. Both of these get delivered to the same Bard in Qeynos. Halas is worth 9 gp and WK is 6 gp.

I just tryed this to see if it was a good quest for a newbie. I did it ALOT of times (took me about an hour of so) and lved from 1 to 3 with ONLY THIS QUEST! but at lv 3 it gives so little exp I quit doing it also when I was done doing this quest I had about 100gp (10 plat) that is a GREAT amount for a non twinked newb at lv 3 then I went to the newbie zone and killed creatures till lv 5 and still I only got 4pp in all from the newbie critters I killed this is a GREAT starting questbut after lv 3 unless you really NEED gold don't do it. also a strategy for it is 1. Get someone to SOW you
2. be bound in felwithe next to the guy who gives the letter and use GATE
this will let it only be a "one way" trip AND go extra fast I used this strategy when my wiz got to lv 4 and I made 20pp in an hour running from felwithe and back to kelithin.
3. if you are going to turn in cb belts run to kaladim turn in belts get letter go to felwithe get letter go to kelithin turn in and go hunt more orcs! (this is WAY to long of a walk to go normally I mean you can go back and forth from felwithe 4 times before you get back from kaladim BUT if you are turning in cb belts anyway go ahead and do it even if you are above lv 4 you still get between 2-24gp and YES i have done this and gotten 12gp each letter)I think this is a GRAT quest for lvs 1-6 (higher works but ONLY if you want the money and faction)also this gives A LOT of faction(or maybe I've just done it to many times lol) but (sigh) it is not the songweavers bard guild it is the antonica bards guild :( I found one of them and they would let me sell a cracked staff for 2pp! anyway this is a good quest.

Look for this quest to mainly bring you some extra xp and gold. The faction given for this quest is so miniscule that even after doing this quest a hundred times, the young lady across from Jakum Webdancer still consideres me as talking *****! :)
Another thing to consider with this quest, if you are planning on spending a LOT of time in Crushbone and thus doing the cb belts/lego pad quest(s), you can pick up a letter from the bard in Kaladim, go to GFAY, take long route to Kelethin (going into Felwithe), pick up a 2nd letter in Felwithe, and deliver to bard guild in Kelethin. This is kind of slow going w/o SoW or the bard song for speed, but if you are going from Kaladim to Crushbone anyway?!?!? Why not?!

The faction hits might be a little more than you believe, the main reason you do not notice the change is that the kelethin bards belong to the faction songweavers, whereas the bards you are gaining with are the ones in antonica, freeport and qeynos. I have not learned of any way short of doing the one quest for spiderling silk to raise the faction with the bards here, but at indifferent to start I was not offered it when asked.

Good quest for newbies that want to make some decent money, i'm level 9 and get 3 gold, when i was level 1 i got 1 gold, might be random though.

I have a character who got to level 3 and into third level, simply by running back and forth doing this quest a lot of times. I think I got 3 gold at level 1 or level 2, not quite sure. Might be faction related. Anyway, it's nice fast exp (a little less than half a bubble at level 2) at levels 1 and 2 and gives you enough money to buy your level 1 spells, and leaves a decent amount of money left over for a low level.

This quest takes a lot of time. You can probably make more experience and money by sticking to the newby zones and killing/selling the animals there.
