Dwinn Axeheaver can be found in the Loping Plains in the Fang Breakers camp near the zone-in from the Steamfont Mountains at -1407, -3264.
You say, 'Hail, Dwinn Axeheaver' Dwinn Axeheaver says 'Welcome to the camp _____! Tis only right that ye came up here to visit me. I expect you're itching to hear about me [adventures]. After all ye don't get the chance to talk with Norrath's best orchunter every day.' You say, 'Adventures?' Dwinn Axeheaver says 'As ye know, I've devoted me life to destroying the orcs. Crushbone has been me place of business for many years now. That Emperor Crush has been a devilish opponent, though I dealt him a blow he won't soon forget when I killed old [Grimgor] Two-Toes. Haha!' You say, 'Grimgor?' Dwinn Axeheaver says 'Old Two-Toes got his name in our first run in. Would have been our last run in too, 'cept for me tripping and dropping me axe. Course the axe fell on his foot and that was that, he was known as Two-Toes from then on. Finally managed to catch up with him and finish what I started not too long ago. I'd still be there cutting down Crush's minions but for the [rumors] I heard.' You say, 'Rumors?' Dwinn Axeheaver says 'Me elite network of informants tipped me off about a new kind of orc. These orcs were supposed to be bigger and meaner than the orcs around Crushbone. Course I couldn't turn down a challenge like that, the Crushbone orcs weren't providing a challenge anymore anyways. So I headed out here. It wasn't until just recently that I ran into that [thing] though.' You say, 'What thing?' Dwinn Axeheaver says 'I had thought a bigger meaner orc just meant another version of the same thing. These things are in their own league though. I hate to admit it but I was out of me league when I found this thing, and that don't sit well with me. I need you to find out [more].' You say, 'I'll find out more' Dwinn Axeheaver says 'Aye, anything you can about what exactly is different about them and more importantly where these freakish things came from. Get me some 'o their body parts to study and we'll see what can be discovered about them.' You have been assigned the task 'What are they?'. Dwinn Axeheaver would like to examine this new kind of orc more closely. He needs your help to obtain some samples for him to study. Bring Dwinn Axeheaver samples of the orcs' body parts (0/2) - Loping Plains This is the only step for this task. "Wereorc Arm" and "Wereorc Leg" drop from Bloodmoon Orcs in the Loping Plains. Turn these in. Your task 'What are they?' has been updated. Dwinn Axeheaver examines the limbs closely. 'These are definitely different from the Crushbone orcs. They're larger and...' Dwinn sniffs at the limb 'they smell worse, which I didn't think possible. This all reminds me of a [story] I heard years ago. It might be of some help to us here. (No faction or experience here.) I gave him 2 arms and he was happy, so i dont think you need to get one of each kind, just any 2.

As for the required faction, I'm not sure what it takes. I was ally, or max ally by the time I looked up the quest and started it.
Also, I did NOT turn in an arm and a leg, I turned in two arms, one at a time. I'm not sure if Dwinn just needs 2 body parts in general, or if this is a loophole I found a way through. Hopefully this helps a few people, as it's faster to get 2 of any type than 1 of each.

Looted the arm and leg while xp'ing. Looked them up here, went and found Dwinn, as described in the quest description at top of this page.

Dwinn Axeheaver says 'As the story goes, Dragonscale Hills is home to [Kazrik] One-Eye, a raving orc said to command strange powers. He was heard to have made a pact with Vazaelle the Mad and traded one of his eyes for sight into the ethereal world. What he saw was so terrible that the orcs of Crushbone exiled him out of fear. He remains in exile to this day! There are those who say if you come in contact with him, he will ramble about the loss of his eye and that it was no fair trade. The gift of knowledge is a painful curse.
You say, 'kazrik'
(You are offered the task "An Interrogation".)
Dwinn Axeheaver says 'I see you follow my thinking Soandso. Could Kazrik be responsible for these new orcs? No one really knows what it was that he saw. If he was able to use that knowledge to create these new orcs then I must know. I need you to investigate this further. I've heard rumors of a particularly large orc in one of the northern camps. If these orcs hold true to form of orcish rule, then this orc will be one of their leaders and you may be able to... convince him to tell you more.'

as of the time of this post - Dwinn is not accepting a Wereorc Leg or a Wereorc Arm after hailing him on this task.

It was not working. I had to tell him "more" and decline the task. Then, tell him "more" again, and accept the quest. I ungrouped also. Handed him the arm, and he accepted it. Then the leg.
I liked it more when the bug was trying to find out what the trigger phrase/words were.

An Interrogation involves Fearfang. I have all the quests from Dwinn listed under his name. You can find all that info there
Great info, thanks. I saw a group fighting Fearfang today and planned on trying to spawn him tomorrow to see if he was my orc...now I see it is him.

yes they can be prelooted. Saw your post and tried it will camping orcs. Looted an arm off of Ambusher Captain and turnd it in after I got the quest.

Yuppers, can be prelooted. I looted them while doing another wereorc quest and ran up to Dwinn and started the quest. Then i just gave them to him and it updated to finish the first part.

This does not appear to give any xp. Just an advancement to the next task - "an interrogation"

This quest does not give XP because it is part of a 10 quest arc that will give approx. 3 AA's at lvl 80 upon completion and a 25 purity aug too
