Just an FYI when you loot these pads you need to be lvl 40 to get the quest, haven't tried putting them into the bank and then attempting to get them out. Got a quest before by doing that,can't remember what it was though. Just the pads themselves the stats are:
AC 17
HP/MANA/ENDURANCE +30
STA/INT/WIS/AGI/DEX/MAG/DIS/POI +5
WT BTW IS 1.8
So even without the shard they are nice.

You have to loot them to get the quest; can't just pull them out of the bank or backpack once you turn 40 (I tried that as well). You can probably get the quest from some other lower-level silverwing item so that you get the box (box stays with you once you get one of the quests), then combine the shoulderpads with the corresponding shard. You won't get the experience from completing the quest, but you will get the upgraded item. Another possibility is continuing to hunt in Dawnshroud after you turn 40, and hope to loot another one (carry the old one in case you have to destroy it, as the pads are 'lore').
Sorry, but you are incorrect. Once you hit the required level, right click it to activate the quest.
