Both Highkeep and Highpass. The library is around 65,-190,4 in Highkeep. The north gate is around 0,50,4 in Highpass. Also starts in East Commonlands. Uses the exact same task steps as "Bringing Goods to the Karanas"

This solo task begins with Merra Clayfinger in the Commonlands. It was available to a 21st level Druid.
In this task you need to go to Highpass Keep (or perhaps Highpass Hold...). As soon as you pass the doors into the keep and pass the courtyard, you get a task update. You then need to scout out the North Gate and meet up with Brettaru Tyco at -2435.08, -1218.05, 3.63 in East Karana to complete the task. Upon hailing Brettaru: Now wasn't that a rewarding experience? Wasn't it satisfying to expand your horizons and explore the world? Truely, your time spent here is reward in and of itself. Then again, if it's not, you did go see the world on the word of a stranger, so there's no harm in a reward that's a bit more tangible.
