Find James the Watchmaker in the Plane of Knowledge next to the Halas stone.

He offers a task for each one of the hotzones introduced in the April 18, 2007 patch (listed here for reference).

You say, 'Hail, James the Watchmaker'

James the Watchmaker says, 'Hello there _____! Do you happen to have the [time]?'

You say, 'The time?'

James the Watchmaker says, 'Yes, the time of day. You see I usually keep a number of watches with me at all times so I always know what time it is but I recently [lost], well, all of them.'

You say, 'How were they lost?'

James the Watchmaker says, 'I lost them when I was travelling last week. I wanted to visit some of the places in Norrath that were special to me but I seemed to run into trouble everywhere I visited! And wouldn't you know it but everytime I stopped for a bit I managed to lose one of my [watches]!'

You say, 'Watches?'

James the Watchmaker says, 'That's what I said, watches! Are you hard of hearing? I don't suppose you would like to [look] for my watches? I hate not knowing what time it is! I'm sure I could find something in my backpack to interest you if you found one of my watches!'

You say, 'I will look for them'

This brings up a quest selector with several quests: One for each hotzone ranging from 20 to 65. Each has a very original name of: "Help me repair my watch! (Level X)", where X is between 20 and 65, in multiples of 5.

The task for 65th level:

Deliver 1 Platinum Etched Gear #1 to James the Watchmaker. 0/1 Plane of Knowledge

Deliver 1 Platinum Etched Reinforced Rod to James the Watchmaker. 0/1 Plane of Knowledge

Deliver 1 Platinum Etched Gear #2 to James the Watchmaker. 0/1 Plane of Knowledge

Deliver 1 Platinum Etched Gear #3 to James the Watchmaker. 0/1 Plane of Knowledge

These gears are dropped randomly in the Wall of Slaughter. They may be looted prior to retrieving the task.

Turn them in and choose from four different charms:

A Dusty Golden Statue (increases in power as you gain resists from items.)
A Broken Gearshard (Only works while you're levitating.)
A Lost Coin (Gets better as your weight decreases.)
A Locked Case (Improves as you master more languages.)

As of 01-11-16, James the Watchmaker is still looking for his watches and rewarding those who find the parts.

I returned to EQ when it became free to play after having relinquished my account to The Grey several years ago. I had a lot of house-cleaning to do on my toons and I ran across the parts for this quest sitting molding on my level 74 mage. Ran over and it turns out that James the Watchmaker is still there after all these years, bemoaning the loss of his watches! Turned in all four items (they looked like cogs or gears used in Tinkering) and voila! A Dusty Golden Statue appeared in my inventory.

The statue appears to have lost some of its potency over the years of neglect, however. I have about a third of the stats that the max are linked above, and my resists are all near or above 200 unbuffed. I'm not sure if the charm was changed in one of the patches or if you really need to have max stats to get the full advantage.

****EDIT****
I took a trip to the bazaar and updated my outdated armor that I lovingly spent months questing for and/or making, and once I got my poison resist over 200 (it was 199 previously) the charm capped out for me finally.
My current resist stats unbuffed are:
Poison 220
Magic 260
Disease 187
Fire 259
Cold 243
Corruption 15

I'm not sure if the stats of the charm are based on the total number of your resistance points, or how many of them are over 200. I would guess the latter since once I got my SV Poison over 200 the charm shot up dramatically in effectiveness.

I did this quest for an alt. With resists of 213, 220, 229, 253, 269, and 15 to corruption, the Dusty Golden Statue gives 8 to all resists, 13 to AC, 60 hp/mana, 2/2 regen, 16 sta, 4 wis/int, 8 str/cha, or just about exactly 80% of its maxed stats (after rounding down).

I presume that you need an average of about 250 or 260 to each resist to max the stats.

Any idea how this relates to the Tainted Heartstone?
(Heartstone is 'CHRMRareLang', this is 'CHRMLinguist')
My cleric has 25*100 in languages so I will re-do
this quest to find out.

(He took the Coin (FT5) not knowing it was 'CHRMLowWeight')

You say, "Hail, James the Watchmaker."
James says, "Hello there Shirla! Do you happen to have the [time]?"
You say, "time"
James says, "Yes, the time of day. You see I usually keep a number of watches with me at all times so I always know what time it is but I recently [lost], well, all of them."
You say, "lost"
James says, "I lost them when I was travelling last week. I wanted to visit some of the places in Norrath that were special to me but I seemed to run into trouble everywhere I visited! And wouldn't you know it but everytime I stopped for a bit I managed to lose one of my [watches]!"
You say, "watches"
James says, "That's what I said, watches! Are you hard of hearing? I don't suppose you would like to [look] for my watches? I hate not knowing what time it is! I'm sure I could find something in my backpack to interest you if you found one of my watches!"
You say, "look"

This brings up a quest selector with several quests, one for each hotzone ranging from 20 to 65. Each has a very original name of: "Help me repair my watch! (Level X)", where X is between 20 and 65, in multiples of 5 with the following objectives:
Deliver 1 [Class of Metal] Gear #1 to James the Watchmaker. 0/1 Plane of Knowledge
Deliver 1 [Class of Metal] Reinforced Rod to James the Watchmaker. 0/1 Plane of Knowledge
Deliver 1 [Class of Metal] Gear #2 to James the Watchmaker. 0/1 Plane of Knowledge
Deliver 1 [Class of Metal] Gear #3 to James the Watchmaker. 0/1 Plane of Knowledge

Where [Class of Metal] is different for each quest, but drops in the accompaning level hotzone.

Rewards are split into four groups: Casters, Priests, Hybrids, and Melee (with the exception of the charms), and have a pattern that follows as:
20: Gloves
25: Back piece w/Extended Enhancement II (except for Melee)
30: Helmet w/Extended Range II (except for Melee)
35: Gloves
40: Back piece w/Extended Enhancement III (except for Melee)
45: Helmet w/Extended Range III (except for Melee)
50: Gloves (+2 mana regen for Casters/Priests, +5 Attack for Hybrids/Melee)
55: Back piece w/Extended Enhancement IV (except for Melee) +Regen and Mana Regen that adds up to 3 (+3 mana for Casters, +2 mana/+1 regen for Priests, +1 mana/+2 regen for Hybrids, +3 regen for Melee)
60: Helmet w/Extended Range IV (except for Melee) +2 regen for all, +2 mana regen for Caster/Priests, +5 Attack for Hybrid/Melee
65: Charm

Stats are decent, but not great (+75ish HP/Mana range for the lvl 60 rewards, with no Endurance), but the ease of the quests may draw people into doing them, even by accident, and the charms are pretty good IMHO for those who don't want to do long quests like the Charm of Lore...

level 65 charms:
A Dusty Golden Statue (increases in power as you gain resists from items.)
A Broken Gearshard (Only works while you're levitating.)
A Lost Coin (Gets better as your weight decreases.)
A Locked Case (Improves as you master more languages.)

Here's stats for "A broken gearshard":
MAGIC ITEM LORE ITEM NO TRADE
AC: +20
STR: +15 DEX: +15 CHA: +10 WIS: +5 INT: +5 AGI: +15
HP: 90 MANA: +70

Required level of 65.
WT: 1.7 Size: SMALL

Sorry for the very long post, but figured I'd be as descriptive as possible.

Is there any known reason why the gears are ALL but DRK? Meaning, can Drakkins do the quest even though the quest items don't list them as a usable class as most recent quest items do (Ex. ancient robe pattern is usable by NEC WIS ENC MAG only, and it is for a quest doable only by those classes)?

EDIT: makes no difference, as I turned them all in and got the reward... still doesn't make sense IMHO.

There is a number associated with each class and race. For a given number, only a unique combination of classes/races can have their corresponding number add up to that value. It makes for fast and typo-free coding. Drakkins, as the new race, are the ones that get omitted when the text corresponding to the numbers is updated to reflect a new race, but the number on that item is not.

Where the number on that item used to reflect ALL, the same number now reflects all but drakkin.

**this is the usual issue with this stuff. It could just be that someone is retarded in the item coding department**

You hand the items to the NPC you don't equip them so the classes on them are unimportant. The charm reward I have is ALL/ALL so you should be good to go.
