|This task is given by Archarcanist Kirstmycl at the pad near the market (-866, -603) in Katta Castrum.
You say, 'Hail, Archarcanist Kirstmycl'
Archarcanist Kirstmycl says 'Hello _____. What brings you to our fine [city]?'
You say, 'City?'
Archarcanist Kirstmycl says 'Well, that is interesting. I have been studying the teleportation [portals] for many years in order to refine our understanding of them.'
You say, 'Portals?'
Archarcanist Kirstmycl says 'While we did not create the original portals, we have learned how to create them. If you are interested I can give you some [history] on the portals. Or maybe you are more interested in learning how to [use] the ones here in Katta Castrum.'
You say, 'How can I use the ones here?'
Archarcanist Kirstmycl says 'When we created the portals we made many improvements over the original portals. Amongst these changes were some enchantments that would not allow the portals to teleport the user anywhere where they could not survive, such as within rock, or deep under water for those that cannot breath it normally. When Prexus sunk Katta Castrum, these enchantments stayed sound, so you may find that many of the portals in the outer ward no longer function properly. When the Shissar invaded, they further [tampered] with the portals so that they may use them.'
You says, 'Tampered with?'
Archarcanist Kirstmycl says 'We are not sure exactly what they have done, but we have found that one must now attune themselves to the portals in groups. These groups sometimes seem to make little sense, other than they seem to be in three groups that go from the safest to reach to the most dangerous and protected by the Shissar. If you are interested, I can give you [instructions] on what you will need to do to gain access to the portals.'

These are the southern six outer teleport pads (arranged around the rim of the city) - and the two inner pads (inside the circular wall) that lie south of the temple.
You go to a selection of the portal pads, starting with the one you're standing near. When you stand on the nearest one, you'll get a message and a portal key on your cursor. (The keys were originally temporary but are now permanent - it is now safe to camp before finishing the quest). With the assigned portals outside of the civilized portions, three things can happen - you get a key and no mob spawns, you get a key and a mob spawns or a mob spawns and you need to kill it for your key; if you die while fighting the mob, you don't get a key when it dies, even if you're rezzed in time.
The mob is called "chaotic portal energy" and cons blue or yellow to level 75, hits for ~1300, casts Whirl of Water (spin stun), Waterlogged Wails (silence), and can cast cleric spells. Some (not all) resist stun, snare, root, seem to have about 50k HP and can be a little resistant.
After collecting all the keys that you're asked for:

With the portal keys you picked up Archarcanist Pintanus has been able to enable the portals nearby for your use.
Archarcanist Kirstmycl says 'Very Good. Those keys should allow you to use those portals. The keys are now a part of you and you will not need to carry anything around with you. If you are ready I can give you instructions on the [next] set of portals. They will be a bit more difficult to reach, and the challenges will be greater.'
Your rewards are faction and a choice of dusty pottery pieces or 75 plat. After completing the quest, you can stand on the teleport pads you've opened up, click on the symbol and be taken to the destination. It saves some running around.
