This solo task begins with Bilgewater Bill, who is located at -25, 2970 on the island of Jardel's Hook in the Buried Sea.
You say, 'Hail, Bilgewater Bill' Bilgewater Bill says 'Well, hail yerself. What brings you to this little spot of heaven? From the look of you, yer not here because you were recruited, like I was. In fact, you must be a fool to be here at all, especially if you're here by your own choosing. Me, I'm here because I'm stupid. I allowed myself to pass out drinking in a dockside bar. That's stupid. But coming here? Amazingly stupid, if you ask me. Of course you didn't, so I don't know why I'm still talking to you. I have [work] to do.' You say, 'What work?' Bilgewater Bill says 'Hah! Well, I call it work. You might call it torture. Why, I don't think someone like you could do what I do every day. There's no glory in it and there's little enough pay. But then, I can't spend my pay on anything. I started by saving my 'pay' hoping that I could buy my way out of this job. I was an idiot then, I know better now. In fact, I think I know how I want to spend my money on now. I'll pay you if you'll [do some] of my work for me. Heck, that would be like a vacation for me.' You say, 'I'll do some for you' Bilgewater Bill says 'This will be fun to watch.' You are offered two tasks, one of which is Salmagundi Stew. You have been assigned the task 'Salmagundi Stew'. Bill has asked you to gather the ingredients for today's Salmagundi Stew. 1. Loot 3 Shark Cartilage (The Buried Sea) 2. Loot 2 Sea Turtle Guts / Sailfin Scales (The Buried Sea) 3. ? ? ? 4. ? ? ? Note: the 2 Items he asks for step 2 are random. Reward: 75pp, Experience, Faction with Blacksail Smugglers | ||||||||||||||||||||||||||||||||||||||||||||||

Have been running two toons around looking for Sailfin Fins and have killed about 15 and only one fin dropped. They are hard to find and they have a very large loot table and the fins do not drop frequently. There are many more sharks so you should be OK with them.
This quest has variants and may include looting a number (2 or 3) of any two items as follows:
Sea Turtle Guts
Sea Turtle Liver
Coralisk Hearts
Shark Cartilage
Sailfin Scales
The last two steps are to turn in which ever two items you were asked to collect.
It is also a Jonas-related task and offers Jonas Dagmire's Thumb Metacarpal as a reward.

I know that if you get the quest from Bill then delete it and get it again you have a purely random chance of getting something else to collect.

In response to the the EDIT #2:
If you have already gotten the bones that this quest offers via other quests, then you will only be able to take the 75 plat and faction reward. However if you have not gotten all the bones via another quest then whatever you don't have yet will be in green and available as a reward for this quest.

I can not find Sailfin Scales on Alah - but I havn't killed a lot of fish yet.
After I looted the 3 x Coralisk Hearts - it had me turn them in to Bill and it updated. The reward is showing as the same line of bones.
It appears this is an alt bone bit - which might make one of the others not needed.
EDIT ( Looted a Sailfin Scale off of a Sailfin swordfish. It updated my task - 2nd sailfin in zone did not have a scale - so no luck spawning more. Everytime I pulled a Shark to see if they are PHs they poofed.)
note - I did see 2 x Goblin marauders pop in place of the Sailfin Swordfish so they share spawn table.

I finnaly got the 2nd Sailfin Scale to drop. I turned in the quest and it would ONLY give me options on COMPLETED bones - but not one that was incomplete. IT only gave me the same 75 plat and faction that other Bone quests on Jardel's hook offer if you repeat them. So either this was intended to be a quest that would open up the other onces similar to on other isles - OR it is just bugged to display the other bones that are already complete - without actually offering one.
So Quest solved - 75 Plat / Faction is reward

As a 75 cleric, I was told to get 3 Coralisk hearts and 2 Sailfin scales. My 75 mage husband was told to get 3 sailfin tails and 2 shark fins.

My druid alt was asked to get 3 shark fins and 3 sea turtle livers.

As a level 75 I got told to get sailfin fins and something else - definitely wasn't these 2 items.

Same happened to me. Got "loot 3 Coralisk Heart" and "loot 2 Sea Turtle Guts". Didn't get much further as Murderous Mal aggro'd me and proceeded to make me run like a little girl.
