Fergarin #1: Intercepted Correspondence

This is the first task in a series of three and begins with Fergarin Bardon I in Valdeholm, who is located in the back room behind Wraithguard Heimgul, at -770, -780, -25.
You say, 'Hail, Fergarin Bardon I' Fergarin Bardon I says 'Greetings _____. I have heard of your work for the Wraithguard lately. Perhaps you would be wiling to assist me and my followers in a small [journey]. Or, if you are more interested in doing me a more...Personal favor, there is some [information] that you could gather for me. It might even be possible for us to help [each other].' You say, 'I could gather some information' Fergarin Bardon I says, 'I have been hearing rumors of treason among my own people. It's shameful to admit that i believe these rumors to be true. In order to protect my people and the great city, I need your help to gather evidence to prove or perhaps disprove, these rumors.' You are offered the task Intercepted Correspondence. Fergarin believes that the lower echelon of these traitors are simple guards. They have been given orders here and there to look away when certain things happen. He thinks that some of these orders might have bee left in note form so that those giving the orders are not seen spending an inordinate amount of time on the walls. Find enough evidence to lead to the next echelon of traitors. It's fine with Fergarin if a few traitorous guardsmen must die in the process. You have been assigned the task 'Intercepted Correspondence'. Loot 1 Incriminating Note Deliver 1 Incriminating Note to Fergarin Fergarin thanks you for your efforts. He suggests to you that you could be of [further assistance] to him in his efforts to clean up the treason among his people. Your faction with Wraithguard Leadership got better. I did all three of these tasks the other day. On the third task Fergarin #3 Confession i filled the task with people who had'nt done any of them. After we were finished they could all request 3 missions from Ferg. kill Kangur, udengar the traitor and the first grp task. (we had allready killed kangur previously) So you dont need to do 1 and 2 you just need someone to get you in to Ferg 3 and you can go on with progression.

I have never done this task, yet when I followed the dialog to get it, he offered me both Intercepted Correspondence and Lost Letter. I have ally faction, but not max ally. I'm thinking perhaps it has something to do with the amount of faction you have and not which tasks you have done.

this quest IS repeatable.
Tonight I looted this off "a citizen of Valdeholm" as well, which is entirely different mob from " a Valdeholm citizen"
This task now gives faction with Wraithguard Leadership. Considering the frequency of the letter drop, this can easily let a single person that is Ally help get others into faction range to request other tasks.
Also, the minimum is 1, not 3.

kill citizens at the hot springs . common drop
dosen't seem so common for me :\
im lookikng at the item lore.. "item Lore: Suggests the guard go on a rest break at a speficied time" and wondering if the mob with it pops at a specific time ?
edit:
ok just got this letter.. i was killing citizens for quite a bit when i thought that it may be a certain one that drops the letter. I noticed there was a citizen that pathed to the guards at the gate and stopped right between them (he pathed from the west side); this mob dropped the note for me.. not sure if it's always this guy or if it's random.

this is a Grp task, Can be done by being gimped in so long as someone in grp is ally faction (of note the actual task does not give faction, but you can still flag peeps via this)

Of an even better note would have been which mob or mob's the note can be found on.

If you click on the quest item link above, it is listed as dropping off of a master tracker and a Valdeholm citizen .
