 Legionnaire Silkbinder spawns in a room attached to the drachnid tunnels (in it are several drachnids, skeletons, and orcs -- it is the first room you would enter upon dropping down the pit in The Performer's room).

It spawns after killing a random number of mobs in the Demi-Plane of Blood.

(Spawn dialogue and fight information needed.)

Silkbinder has a lockout timer of 4 days, 12 hours.

I am curiosu as to how this is a quest? Isn't this just a mini-boss kill that drops augs?

I think its specifically due to the lockout timer. Note that the aug mobs in Anguish don't have a lockout timer and don't have an allakhazam quest tagged to them.
