Large Transluscent Powersources drop from various named mobs in Ashengate and Frostcrypt.

Hand in these two items to receive your upgraded armor, stat bonuses inclued.

(I posted the dialogue leading to this quest from Part 1 as a comment to Part 1)

Quest steps are indeed to turn in the item you get at the end of Part 1 (the armor piece with stats but without mods or focus) and 1 Large Translucent Powersource.

Turn-in text:

(yellow text) You have created an incredibly powerful item!

That's all. Terraxs doesn't say anything at the end.
