Selay can be found at loc +2230, -3120 (far northeast corner of Moors).
You say, 'Hail, Selay the Cascade' Selay the Cascade draws in a sharp breath as if preparing to roar, or worse, unleash a cloud of scorching flame. All at once, she expels the air in a harmless raspy chuckle, 'So you're not afraid of me, ____? I suppose it's just as well. I could use the company and I had been longing to [speak] with you.' If you are here to explore then greet me in my native tongue. You say, 'speak?' Selay the Cascade says 'Yes, I know of you, ____. You would be surprised how many rumors of your daring adventures have reached my ears. And last night you were in my [dreams].' You say, 'What dreams?' Selay the Cascade says 'Yes. As I slept, I saw a great many things. My dreams were obscured by pouring rainfall, the deluge blurring my vision. Lethar was by my side again. I felt his presence before I saw him. He looked at me through the curtain of raindrops like he hadn't in a very long time, with eyes unclouded by fear and unfettered by obligation. Behind him, the water washed away crimson blood from scores of fallen Drakkin. You [were there], cradling the head of the son in your hands as he choked out his last cursing breath. No one was there to mourn him.' You say, 'were there?' Selay the Cascade traces a winding line in the dirt, 'You should accept that my visions are merely possibilities, not inevitable truths. They are twisted by my desires. Though this is a potential outcome if you walk a [certain path].' You say, 'a certain path?' Selay the Cascade says 'Very well, Lias. Make your way to Sunderock and seek out Captain Zheren. He will have more information for you.' You have been assigned the task 'Locate Kazzar'. You have come far on your journey thus far. Selay will not be able to aid you further in your quest, but has instructed you to seek out Captain Zheren in Sunderock Springs. Locate Captain Zheren in Sunderock - Sunderock Springs Captain Zheren may be found at -1225, +620 in Sunderock Springs. This task is repeatable in one way.. once you have completed Captain Zheren's tasks (presumably as far as "Dyn`Leth's Mine" which gives you a character flag), then Selay will instead send you to speak to Sergeant Kazzar. Worth repeating for the free experience (about a quarter of an AAXP). Repeating through Selay: Selay the Cascade says 'Judging from your battle scars I can tell you have already endured a great deal, _____. Unfortunately, the path leading towards your destiny no longer involves me - I will be unable to guide you further.. From here, you must seek out Sergeant Kazzar in Sunderock. He may be able to further guide you along your path, _____.' You have been assigned the task 'The path begins with a single step...'. Locate Sergeant Kazzar in Sunderock 0/1 (Sunderock Springs) You have come far on your journey thus far. Selay will not be able to guide you further in you quest, but has instructed you to seek out Sergeant Kazzar in the Sunderock Springs. Upon task update: Kazzar greets you warmly. Repeating through Selay gives now a task labelled Locate Kazzar, and not The path begins with a single step... any more.

After I couldn't get any farther with Selay.. (and he gave me text instructiong me to find Drizzlorn but no quest for it) I later discovered that by going to Zhubis and going through is prompts to get his solo tasks he gave me a the path begins with a single step, instrucing me to find Drizzlorn in Direwind.
At that point I could go to Jenray and say 'Zhubis sent me' and then had a promt for the word 'ready' which saying gets her to make the clicky rock at the base of the lava-fall which ports you to Drizzlorn's tent.
This seems to be the final quest in this step. Please note that I am fully flagged for Ashengate:North, which I assume you need to be to get this far.
At that point I could go to Jenray and say 'Zhubis sent me' and then had a promt for the word 'ready' which saying gets her to make the clicky rock at the base of the lava-fall which ports you to Drizzlorn's tent.
This seems to be the final quest in this step. Please note that I am fully flagged for Ashengate:North, which I assume you need to be to get this far.
At this stage I was done with Captain Zheren's missions and "Into the Leviathans Lair" raid

Drizzlorn is then the person that you speak to for Ashengate:North raids (I presume). You can get to him by going to his loc and ramming your head into the wall until you are close enough to hail him OR you can go to Jenray say 'ready' and she
says 'Come with me, Xeri'
Jenray, Envoy of Ro beings to conjure elements all around him.
says, 'There, across this bed of lava lies what you are looking for. I wish you well, . You are on your own from here.'
You then click on this nifty stone that poped up at the lavafall adn it ports you to Drizzlorn, beyond the 'zone wall' that he is behind. "You feel a mysterious force rush through you as you find yourself in a new location."

My level 56 necro said 'Vasha' to her in Elder Dragon, and had a long conversation with her about how she was guarding a very powerful Draconic artifact with 4 other dragons. It ended with me being unable to get the quest to regain the artifact. Has anyone attempted to get this quest?

There are no key words at the end of the long conversation, she asks you to come back when you are ready. Tell her 'I am ready'
sent me to Sergeant Kazzar, but then again I am 75(dunno if this is related) and had done quite a few tss tasks...

Sent me directly to Jenray in DW when I started this.
Just had fun getting this quest, level 69 rogue and Selay refused to give it to me on several attempts. Dropping out of the group I was in, I was immediately able to get the task.
My 6 box of 72s had no problem getting the task once the language preferences were set to Elder Dragon. If you look at Selay's text:

It's pretty obvious what you need to do.

Greet in my native tongue is part of the Wanderlust Guild exploration quests for the charm aug. Hence "if you are here to explore"

I got this task at lvl 69, so if someone at lvl 71 couldn't get it, it may be a faction issue?
Me = HEF ranger with no (known) strange faction fluctuations, just a general all-round good guy :-)
