You must have completed the "Getting to Know You" series of tasks to receive this.
You say, 'Hail, Council Aide Mystrana' Council Aide Mystrana says 'You have shown a great deal of interest in this city and have prepared yourself well for what lies ahead of you Galiel. I think you are now [ready] to meet the Council Members.' You say, 'Ready?' Council Aide Mystrana says 'Go speak to the Council of Six at your leisure, but please conduct yourself with the utmost dignity and don't embarrass me!' You say, 'Hail, Councilmember Vakk`dra' Councilmember Vakk`dra says 'Vasha, newcomer. You walk among the Council of Six. We are the first-born of the dragons of the Reach and it is our task to work and advise all of the newcomers here to [test] your resolve and faithfulness to our cause. You shall act in support of our parents while here and should you dare to attack one of them, you will be put to a most violent and unpleasant death.' You say, 'Test?' Councilmember Vakk`dra says 'You must learn to make banners for our city to further our growth and establish us as the true owners of this fallen ogre city. We now own it and have made it our own. Take this pattern, dye, and cloth and combine them in the sewing kit I will give you. Then you will have made the basic pattern. Return the banner cloth to me and I will sew it to an old wizened staff which will serve as the banner's pole.' You receive a Drakkin Sewing Kit, Shimmering Dye, Banner Pattern, and a Bolt of Fine Cloth. Combine them in the Sewing Kit: You have fashioned the items together to create something new! You have fashioned Banner Cloth. Your task 'Prove Your Worth' has been updated. Give Tailor Meikolu the Banner Cloth. - Crescent Reach Hand in the Banner Cloth. Tailor Meikolu says 'Very well done. Here is the completed banner. You may go and give it to one of the councilmembers to prove your allegiance.' You receive a Banner of the Drakkin. Your task 'Prove Your Worth' has been updated. Return a finished banner to a councilmember. - Crescent Reach Upon handing the banner to Councilmember Vakk`dra: Councilmember Vakk`dra says 'Karu dra, this is a most fine banner indeed. The stitching is very refined. I'm impressed. We will have this banner placed in the city. You may now address any one of the council to learn the ways of the dragons and come closer to finding yourself able to speak with them.' Your task 'Prove Your Worth' has been updated. You have proven your fealty to Crescent Reach and all that it stands for. Now the path to gaining the respect of the city's great founding dragons will be revealed. made a white drakkin and got to the point where council aide mystrana tells me to speak to the counciland i go and speak to them and get another quest but no breath weapon if you can help please post something
The Drakkin Sewing kit is only 4-slot so it is not the cultural kit.
Also -- non-Drakkin can do this quest and accomplish the combine.

This quest is bugged as of today May 2, 2008. Unable to get a response from Tailor Meika after getting the quest from the council. Reported it VIA the bug, was unable to petition and GM would not respond to my requests for help.

You have to talk with "Tailor Meikolu" and not "Tailor Meika". I made the same mistake of going up to Tailor Meika the first time.

I'm curious, the only way to get a Drakkin sewing kit is this quest? No smithing?

how do i collect the waterfall mist?
If you are doing the "Prove your worth" quest with the council of the 6, she is on the same floor. As you leave the quest room turn to the right, go up those stairs and where it says Second skin on the high banner above your head. Go inside the room and Tailor Meikolu is on the left wall.
Some of it is confusing because I was doing the quest and it says second floor, so that put it in my head that I had to change floors. I still cannot find any sign that says Artisans row, thats where I was confused too. And I am still unable to use the Find button, I keep getting the message of cannot find. But oh well, I like doing the quests anyways.
