This task is the final task in a series of four. Completing the series opens the quest paths of three NPCs: Vunder the Dark, Akins, and Council Aide Shay.
Upon completing the previous task: Moswen immediately recognizes the amulet as Kamilah's work. Little did Nexeu know, but Moswen is good friends with Kamilah and will surely tell her soon of what Nexeu has done. Though her heart will be broken, Shivra said he will get his just deserts, so to speak, with a cream pie filled with rat pellets. Why couldn't Nexeu be more like [Captain Minka]? You say, 'Captain Minka?' You have been assigned the task 'Love in the Air: Charmed, I'm Sure'. Moswen says 'He is wonderful isn't he? If you wouldn't mind, could you take this piece of cake to him for me. ' Receive Sweetheart's Cake, which needs be taken to Guard Captain Minka, where the whole series began. Your task 'Love in the Air: Charmed, I'm Sure' has been updated. While no heart will find its match amongst these unrequited loves, at least one wrong will be righted. Moswen has resolved to stay out of the affairs of love and will certainly have words for Nexeu should she see him again. You gain experience!! Once you do the 4th and final hand-in to Captain Minka, you can hail him and start the whole thing all over again. And again...

When I tried this in late October 2006 there was no change in the reward. You *DO* continue to gain experience on repeat completions of "Love in the Air" #1 - #4. This is only useful in the first few levels as it is a fairly small amount of experience.
As the reward is lore, you naturally cannot have more than one (not that 2 or more No Trade items would be worth anything anyway). But having the necklace does not interfere with doing this task chain over again and getting more experience.
I received no faction changes, even as a Drakkin.
