I can always use someone that has the will to attempt dangerous scouting missions, if you're able to deal with the [unusual folk] that live in these parts.' You say, 'What unusual folk?' Scout Madu says 'It was the oddest thing. This fellow I don't know, one with the legs of a deer and the face of a human, stumbled into me the other day. And I mean stumbled literally. It seems that he had been very deep in his cups. He kept rambling on about his brother betraying him, but I never could get more out of him before he wandered off. How odd of him. Sorry, I do not know why you made me think of him, you obviously have your [wits] about you.' You say, 'I have my wits about me.' Scout Madu says 'Yes. Yes you do. If you would like to explore the area, I'm certain that Vulu over there has some work for you. But if you're looking for something more interesting than just wandering around, I might have some [tasks] that are a bit more dangerous that you could undertake for me.' You say, 'What tasks?' Scout Madu says 'I have many tasks available, but most of them require that you have much experience. When you think you are ready, come back to me and ask me about my more [difficult] tasks. In the meantime I have some tasks for ones with less experience, and I will even reward ones who help me with some [extra armor].' You say, 'What extra armor?' Scout Madu says 'I have extra armor that has been given to me for scouts of this region. If you wish, I can share some of this armor with you. I have armor that will cover your [forearms], [feet], [hands], [head], [arms], [legs], or [torso]. Which would you like to get? I will only give you one piece to fit each place on your body as we do not have an infinite amount of supplies, even with the supplies you will be getting me.' You say, 'Legs.' Scout Madu says 'The wolves in this region are hearty. There is one in particular that is above the rest. He has been named Fantoma by those that reside in this area. He will be difficult to find, and may only come out in response to you killing his brethren. I am confident that you are up to this task.' You have been assigned the task 'Kill Fantoma'. I've found the best way, unless you are lucky enough to have him up when you zone in, is to take the bracer quests. you are getting the xp, the reward, and don't really have to get bored. same for the bear--do the boot quests. if you get both bracers, do the arm quest. once he pops, i've found he may be keep spawning over and over again for an hour, or may not come up again for a while. same for the bear. But, i'm loving the armor, and it's decent xp for the time you can get the quests, 40+. typically by the time I have all the pieces, i've gone from 40-45 (the arms are the longest of them, other than making the bear and wolf spawn).

Almost 100 wolfs and then he popped up twice in about 5 minutes. One was by the quest giver and the other was across the river where the wolfs 3 pop by the river. Wolf populaton really took a hit. lol

Spawns on the banks of the river between the Minohten camp and Windwillow after you've slaughtered a lot of wolves.
Even if you don't have the task, Fantomas will spawn after most of the wolves in that area have been killed once or twice.

I've seen him spawn by the Mesa spiders, across the river from the Mesa spiders, and also right next to Scout Madu. So I would have to say: anywhere a mesa wolf spawns
