As a Human Freeport Paladin my Faction with Knights of Truth is Max Ally, I conned my Guild Leader and he cons Ally when I con Neas Levati he cons indifferent. He is def not on Knights of Truth Faction.

This group task begins with Neas Levati in West Freeport. It's believed you need to have at least amiable faction with (what faction?) in order to request it.
You say, 'Hail, Neas Levati' Neas Levati says 'Something has gone horribly awry! I have reason to believe that my [assistant] has fallen into a bad situation.' You say, 'What assistant?' Neas Levati says 'Well, I am in a bit of a pickle you see. I was holding onto a very important item for a superior from the Academy. I fell on some hard times, and the Militia came to collect on a back payment. Before I could come up with an alternative, they took the very item I must not lose! I thought I was being very clever, oh how I regret it, but I had my assistant pack himself into a [crate]. He is a gnome, you see, so it was not an act of cruelty.' You say, 'What crate?' Neas Levati says 'I sent this crate to the Militia House in hopes that he would be able to escape when the coast was clear and retrieve this artifact for me! I believe something horrible must have happened to him. It's been two days without a word. I must [find him]!' You say, 'I will find him' Neas Levati says 'Would you? That would be so helpful. If by any chance you see the artifact as well, please return it to me . .' You have been assigned the task 'My Precious'. You receive "Bulky Crate". Enter the Militia House 0/1 (East Freeport). This is a door in the Southwest part of the map, location -1053, 395, 8. Hand over the bulky crate to Guard Simonds 0/1 (Freeport Militia House) Guard Simonds will be standing in front of you as you zone in. On handing in, you see: Guards! They are trying to pull one over on us -- seize them!! Kill the kidnapping guards! 0/10 (Freeport Militia House) Patrolling the Militia House are many militiamen, all scowling, levels 69-71, hit for upwards of 807 (quad), factionless, and give credit for the task: a militia strategist a militia guard a militia subversive These NPCs respawn after about 45 minutes. After this task stage is completed, they become unattackable, with the exception of the two militia mobs that guard the precious crate on the upper floor. Open the bursting crate downstairs! 0/1 (Freeport Militia House) Out pops an Imprisoned Gnome. (For reasons known only to himself, he appears to be cross-dressing as a Halfling). You say, 'Hail, Imprisoned Gnome' Imprisoned Gnome says 'Thank you so much! The treasure is near the stairs, I must get back to Neas immediately!' The gnome vanishes. Locate the treasure chest and open it! 0/1 (Freeport Militia House) Don't open this chest (located on the upper floor) until this stage or you will not be able to complete the task. In the chest is a "Precious Treasure" (final turn-in item) and 1 item of loot. Known Loot: Bracer of the Avaricious Boots of the Avaricious Linked Helm of the Avaricious Sash of the Avaricious Return to Neas to ease his mind 0/1 (West Freeport) Return to Neas Levati in West Freeport and give him the Precious Treasure. This completes the task. Neas tells you, 'Wonderful! These items are very important to my work here at the academy. I can't thank you enough.' Your faction standing with Knights of Truth got better. Your faction standing with Dismal Rage got worse. Your faction standing with the Freeport Militia got worse. Your faction standing with Priests of Marr got better.
