I did the task and got the faction to make me ally with the Scribe, but came back the next day and I'm back to dubious. The faction in the faction window (which is oddly listed under Depths of Dark Hollow instead of Prophecy of Ro) is reset to -400.
So it seems to be a temporary boost until you zone. Weird.

I guess I have to sell to you now. Go ahead and look at my inventory.' Your faction standing with Assistants of the Scribe got better. Your faction is ally after completing the quest. You may now buy and sell from Scribe Luritem. If you leave and come back to Arcstone, Isle of Spirits, your faction will be reset to -400 again. There is no reward for completing the quest/task just the ability to purchase the items.
Only reward is shot-gun faction increase to Ally.

You can also purchase the parchment and quill from Voglan Dransled on the first floor of the arcstone tower in West Freeport at /loc -319.46, -1062,81, -186,60.

Scribe Luritem's response has been changed to make it clearer that you will have to bribe him again if you come back later. (Unless you can sneak, of course!) When I told him I'd help him now, he replied, 'I am always short of paper. I don't care if you've brought me paper before! You will need to bring me three pieces of parchment and a quill for my work. Only then will I sell you some of the books that I have copied.'
Scribe is a bit buggy. The first time I hailed him he gave me the quest. Came back and gave him the quill and parchment and he sold to me. Came back and hailed and he told me to get lost he didn't deal with Dark Elves. HAve seen him say the same thing to Wood Elves and Humans. Kept hailing and finally he changed and offered the quest again.

I had a skill of 65 by the way.
Off-topic a bit, but your sneak skill level does not affect what you are able to do while sneaking. Once you sneak, you are sneaking, with no difference from 1 to 200. All the skill level affects is your chance to succeed at sneaking on any given attempt.
