I don't think you have to do a quest for it anymore because after doing the armor pieces that Balgros McMichael gives you, he tells to to ask him about a task when you are ready. Say 'What task" and he then tells you about the orcs and tells you to bring him 4 Wrath Orc Wristbands. Give him the 4 wristbands and he gives you the Cudgel of Justice. He then tells you your training with him is ended.
