This task begins in the Plane of Knowledge with Castlen Drewe, who can be found across from the Soulbinder (/loc?). It is one of seven tasks introduced for players from level 10 to 20.
You say, 'Hail, Castlen Drewe' Castlen Drewe says 'Greetings and welcome. I have been compiling reports from all over Norrath! There are many odd jobs to be done by someone like you. Would you be interested in such a [quest]?' Nektulos Forest: Kill 10 a greater wisp In folklore, willowisps are often mistaken to be someone's lantern. This unfortunate confusion has led to many a lost traveler. Although not dangerous in and of themselves, these wisps can cause great distress to those unused to their bright light. In the Nektulos Forest, we have heard reports of some particularly bright wisps near East Commons causing some ... accidents. Please travel to the forest by way of the Neriak portal and extinguish as many as you can. Find and kill 10 x "a greater wisp," which roam but which can be found largely in the southwestern corner of the zone. Nektulos Forest: Explore the wizard platform Nektulos Forest: Explore the zone to Lavastorm There are a few key areas within Nektulos that see a lot of traffic. There is a wizard portal and also a passage into the Lavastorm Mountains. Please explore these areas to ensure that no pesky wisps are wreaking havoc there as well. The wizard platform may be found in the east central part of the zone, near +410, -810. The zoneline to Lavastorm Mountains is along the northern edge near +2685, +610. Plane of Knowledge: Speak with Castlen Drewe No stage text here. Head back to Castlen Drewe: You say, 'Hail, Castlen Drewe' Your task 'Elusive Wisps' has been updated. Great job. I am sure that many a young explorer will be safer thanks to you. Please take this earring as a gesture of our gratitude. You gain experience!! You have been given: Wispglow Earring | ||||||||||||||||||||||||||||||||||||||||

The earring was even slightly better than what I had too!
Task not updating for steps, Wiz platform and Lavastorm entrance.

So I guess there is no point in trying to complete this quest, or sending a /bug report to the admins. I'm only a lvl 15 Nec, and there is better things to do than trying to complete a quest for 1 measley Earring with a few minor stat buffs on it.
According to the posts on this quest, it's been 9 months long... and still no fix? This is uncalled for.
Move along folks, there is nothing to see here.
Problem: All the seemingly broken quests given out post Toutorial via Castlen Drew and V'Lynn Renloe in the PoK area.
I am not refering to the dismal almost non exestant spawn rate of quest mobs, or the even worse drop rate of the items used to update the quest itself. I am refering to the quest Elusive Wisps.
In that quest after you kill your 10th greater wisp you get the next two steps of the quest.
Step one: Explore the wizard platform in Nektulos Forest.
Step two: Explore the entrance to Lavastorm in the Nektulos Forest.
This seems simple enough, but are buged.
There are alot of proximity trigers in the quests. The sucesfull ones like:
Explore the entrance to Crushbone in the Children of the Fay ... works.
Explore the chessboard in the Haunted Butcherblock ... works
Explore the entrance to Blackborow in that quest ... works.
You just had to get close enough to these area and the quest would triger .. and you would move on.
We have explored every inch of the only wizard platform in the Nektulos forest on the FV server and it will not update the quest.
And as far as the entrance to Lavastorm goes ... there is absolutly no excuse in that narrow trench for the quest to not triger and update.
I have, and the others with me have, filed numerous bug reports and petitions.
The response is textbook passing of the buck by those Admin Gm's who have responded with: Glad to see you have completed the quest - to - We are not aware of any problem concerning this quest.
I will add this then close.
If Your home town has its own armor quest for starter players IE: Brells Blessed Armor for Dwarf Clerics. Do those quests instead. Reason being, The quests that V'Lynn Renloe (not Castlen Drew) are duplicate quests and the reward of a note for your #trial will pay you in the same armor that your guild master has sent you out to collect peices for.
The pay off for the Castlen Drew quest called "Elusive Wisps" is the Wispglow Earring.
Thank yall for allowing me to vent.
Post was on main EQ forum.
I have done this quest many times for my hoard of toons and it has gone through many phases.
1) Old Nektulos. No Greater wisps
2) Old Nektulos. Everything OK
3) New Nektulos. Wisps not updating.
4) New Nektulos. Everything OK
5) New Nektulos. Platform not updating.
I am wondering if the current problem is changing the locations back to the old ones too soon. Breakdown in communications between devs maybe.

This is very frustrating for my little Druid who really wants the earring.
Glad I read here and didn't waste more time.
But after all, both the entrance and wizard spire can't be missed!!

only 2 at a time bout a 5 or 6 mins spawn timer
There are 3 spawn points for these
Message me if you want to know the location
One of the spawns is in the halfling camp, which is one of the branches you take off the main path on the way to the East Commons zone line. The other 2 spawns are in the loop that goes by the area where everyone meets for monster missions, and circles up to the river. One of them can usually be found right by the river, and the other paths from the main path...past the MM camp...and back into the loop a little bit.
Repop rate is about 10 to 15 minutes....guessing, didn't actually time.
As far as I can tell, killing regular wisps does nothing for spawing the greaters.
Earing is mine

sigh: 1 step forward, 1 step back.

you must locate the wizard spires and then locate the lavastorm zone line, then back to PoK to talk to Castlen
I thought it said collect 10 'a greater lightstone', and not to just kill ten wisps..
