The drop rate for the Permafrost Crystals seems kind of low, for the quest update. I got one for my warrior but have yet to get one for my cleric. Have killed dozens of goblins.
The Permafrost Crystals on the ground do not update the quest.

This task begins in the Plane of Knowledge with Castlen Drewe, who can be found across from the Soulbinder (/loc?). It is one of seven tasks introduced for players from level 10 to 20.
You say, 'Hail, Castlen Drewe' Castlen Drewe says 'Greetings and welcome. I have been compiling reports from all over Norrath! There are many odd jobs to be done by someone like you. Would you be interested in such a [quest]?' Everfrost Peaks: Discover the secret entrance to Permafrost Buried in the frigid peaks of Everfrost lies a dangerous place by the name of Permafrost Keep. It is tended by all manner of goblins that seem to thrive despite the chilling temperatures. A jeweler by the name of Audri Deepfacet claims to have found a special crystal there. No one has been able to verify her story, and she failed to bring back a sample. We believe that it may have some special power, providing it exists of course. Travel to Everfrost and find the secret back entrance to Permafrost Keep. The front way is guarded by vast ice giants and may be impassible. The entrance to the secret tunnel to Permafrost Keep may be found at approximately +3085, -6325. Permafrost Keep: Loot 1 permafrost crystal Permafrost Keep: Kill 15 ice goblins Slay any goblins that get in your way, and find the Permafrost Crystal! You must kill 15 x "an ice goblin." Permafrost Crystals are a rare drop from any goblin or giant in the zone. Plane of Knowledge: Deliver the permafrost crystals to Audri Deepfacet Bring the crystal to Audri Deepfacet in the Plane of Knowledge. On handing in the crystals to Audri Deepfacet at +400, +765: Your task 'The Frozen Crystal' has been updated. It is so lovely, just as I saw before! In order for a friend to get credit for a kill he will have to hit it atleast once, then your damage shield can kill it. If the monster dies instantly to your damage shield he will get no credit.

Where is the secret entrance to permafrost. It shows up on my map (sort of) but I can't get into it. HELP
did this with a level 28-29 druid. the ice goblins were grren to lt blue. that part was easy. the permafrost crystal was listed here as a common drop, but had to kill around 50 IG to get it to drop.

My crystal dropped off a priest just E of the Preacher spawn area.
Imho, it's just a matter of staying near the entrance and killing till ya get the crystal. Most likely the possible best drop rate is from the caster goblins.

That would be good except that this is supposed to be an armor quest for levels 19 to 20. Not many that level that can make it all the way to the Preacher area.
