This quest may be doable at an earlier level, however the rewards have required levels of 40.
Zone into Lavastorm Mountains and find Miner Welnik is a little north of Druid Ring (location +1030, +500). Miner Welnik says 'Oh dear, oh dear. Where have they gone? My boss is going to kill me!' You say, 'Hail, Miner Welnik' Miner Welnik says 'Hello hello, I am afraid I don't have much time for idle chatter, I must find those [picks]!' You say, 'What picks?' Miner Welnik says 'The mining picks! Bibol had me gathering up all the ones that were no longer usable to take to the smith and they are just gone. If I don't get them back in time, he will have my head! I've already wasted far too much [digging] time looking for them.' You say, 'Digging?' Miner Welnik says 'Dig dig dig, that's what we do. I don't know what is so all-important, but the boss has been in no mood for tricks this time around. I must [find] those picks and dig another six feet!' You say, 'I will help you find them' Miner Welnik says 'Yes find them, I must! Oh . . Oh what are you doing? Do you think you could [help]? Can you find them for me?' You say, 'I can help' Miner Welnik says 'There are four that I am still missing. How does this sound, I will stay here and dig to keep them off my back, and you find the picks and take them to the smith? His name is Numden, has a little shop in Steamfont. I am sure that I could find a way to reward you.' The Mining picks can be found as groundspawns around Lavastorm: Cracked Mining Pick +2510, -680 Rusted Mining Pick +1460, -480 Wobbly Mining Pick +1520, +900 Chipped Mining Pick +325, 0 Collect all four and head to the Steamfont Mountains. See Smith Numden at -1270, +700 post-revamp. Give him the four Mining picks. Smith Numden says 'These picks are in sad shape, that they are. This would take longer than it is worth. I just forged some new ones, just take those and get out!' You gain epperience!! You receive a Bundle of Shiny New Picks. Return to Lavastorm Mountains and give the new picks to Miner Welnik. Miner Welnik says 'Oh, these are perfect! Please accept this as a reward. Actually, since you have done so much for me, I might be able to give you something [extra].' You gain experience!! You receive an Intricate Tool Belt. You say, 'Something extra?' Miner Welnik says 'I am a bit of a jeweler on the side. I find it relaxing after working in the mines all day, and it comes in handy when I find the spare gem laying around. There is a special kind of fiery ore that can be found in these mountains. Bring me four pieces of it, and I shall make you a ring. How does that sound?' Head to Solusek's Eye and kill goblins until you've looted four pieces of Fiery Ore. Return to Lavastorm Mountains with the Fiery Ore and give them to Miner Welnik. Miner Welnik says 'That's the stuff. Three for me, one for you! Here is your ring.' You gain experience!! But there is no ring in my inventory? Any ideas? Or should I just petition a GM?
Is this normal?

NM, I found an explaination. The quest is on a timer. Simply wait a bit and try again later, just like he asks! HE HE One ring turn in per hour is what the post I read says FYI

-The low level quests in the new Lavastorm had their requirements lowered. They were previously set to high for their intended level.

I did the quest for all of my characters and finally got about 10 of each of items including rings.
This is what i think is going on:
All 4 quests in zone are on per-character timer:
if you do one quest you can not do other quest with SAME CHARACTER for at least 30 minutes - and it doesn't matter if this character logged or not and it doesn't matter if someone else gave NPC an item.
Also it seems to be only one timer for all 4 quests (maybe there is one for each NPC, but for sure you can not get 2 items from same NPC, with same character and without delay).
If delay is not passed - NPC just returns you all the items back without any responce (not sure if it resets the delay or not)
If delay is passed you ALWAYS do the quest.
Now with ring there is an additional complication:
if DELAY IS PASSED and you give 4 bricks of ore there is 2 possible responces - receive a ring or ate one of blocks. The responce is completely random with about 4:1 in favor of second responce.
It doesn't matter if you did previous quests, you have dubious faction or you didn't hail the NPC (all these checked). Thats matter is only the delay from character's previous turnof(even for other of 4 quests) and the chance to get ring instead of eating the block.
Hope it cleared some of the versions here :)
I like the idea of quick, short-lived quests like this: keeps us paying attention; gets us out of the everyday grind to do a quick quest that forces us to visit some zones that we probably don't see very often (in fact, this was my first time in 5 years that I ever went to ak'anon); and gives 3 rewards that would be very usable for the majority of PCs.
1) zone does not need to "repop" before you can get your ring. Repoping the zone would cause all the monsters to depop and then pop whatever was next on the spawn cycle. (popular in the days before sony gave up on boats). This does not happen in lavastorm.
2) Miner does not have to "repop" to have the ring on him. The miner is always the miner and its always the same one up. this has been verified by keeping him on track when two rings have been earned.
3) If you see the yellow text when you zone in you can get your ring...False. The yellow text means you can do the pick turn in, not the ring.
4) you have to wait X min after turning in your picks to get your ring...False. I have turned in my ore before turning in the axes and gotten a ring, but that has not worked more than once.
5) There is a static time between when he will accept turn ins...False. I have seen him give 2 rings 15 min apart from one another, and then go an hour and a half before giving aother ring. If there is a "time" between him giving the ring, it is random.
6) While not yet a "proven" fact, the last 5 ring awards that I have witnessed have occured when the game clock was on even numbers 2 AM. 10 AM. 4 AM. 8PM. 8AM.
If anyone has anything they have observed to this, please let me know. As I was typing this I was atempting to do a turn in with my ranger. I did 4 turn ins in a row, each time getting my ore back. After the fourth turn in, I saw "Thats the stuff. Three for me, one for you! Here is your ring." and got excited, however, the ring was for Dietrich, who had done a turn in at the same time I did and recieved his ring. Luck of the draw, or if I had waited .5 seconds on my turn in would my ranger have a ring? I hope we can figure this out soon.

Seen on /ooc someone got 3k/hour killing the fire drakes for the ore and selling the ring to the druid merchant - could be found for 132pp most of the day Friday and Saturday before Sony turned off the quest Saturday morning.

At one point I had all four turn-in items for the Gnome quests and was running from Gnome to Gnome trying to hand any one of them in, and none of them were accepted.

I'm confused! On the EQ Atlas Map, there isn't a +2500 on the Lavastorm map. In fact, it doesn't show past 1500 either positive or negative in either direction. Did the whole map for Lavastorm change?

This item is lore, but not no drop, you can get another one real easy, so why not just sell it in the bazaar. Low lvl toons are always in need of pp, and you can trade it/ or use the pp to buy gear you can wear. The stats are real nice and I can see why EQ does not want a lvl 1 toon wearing this, and a lvl 1 toon could do this quest.
It is NOT MQ so don't think your lvl 1 toon only has to loot the pick near the zone in (succor spot) and a high toon gets the other 3 and with hand those in fist. The steamfont gnome says all 4 items must be handed in at once, I did it but only b/c my other toon was full. That was time mistake.
anyway, the ore also drops off the drakes around the area, so at least is isnt that hard to get another one.
I'm thinking that, maybe because there are so many people doing these quests the turn-ins are either out of sync or on a timer. Had the same problem with Bibol's Errend quest but eventually (after leaving and coming back) he took the stuff. I'll try again on the turn in for the ring.

All 4 gnome quests are bugged at the moment. Handing things in frequently gets them given back, even if unstacked where multiple items are handed in. With the ring part, sometimes he only returns 3 ore.
The ore drops off the Fire Drakes which are all around him.
