You don't have to kill the entire zone exactly.....
AVATAR OF WIND: (Bees) Kill bees --> spawn and Kill Stormrider Preist of Destruction -> spawn and kill (3) A Sporadic Stormrider -> spawn and kill (5) Pherlondion Clawpike --> Avatar spawned
AVATAR OF SMOKE: (Air elementals) Same basic process.... Kill all the elementals on the island -> spawn and kill An Elemental Masterpiece -> Avatar spawned
AVATAR OF MIST: (Birds) Same process again, kill all birds on island -> spawna nd kill Melernil Faal'Armanna -> Avatar spawned
AVATAR OF DUST: (Spiders) Kill all spiders on island (kite the erratics) -> kill Sigismond Windwalker -> Avatar spawned....
There also seems to be about an hourish timer for each cycle.

Find Sarhya the Dawnbreeze, a drake, located at the entrance to the Plane of Air in Tranquility (+882, -686, -612.).
You say, 'Hail, Sarhya the Dawnbreeze' Sarhya says, 'Well met. I am keeper of the Portal to the [Plane or Air].' You say, 'What of the Plane of Air?' Without access to Plane of Air: Sarhya the Dawnbreeze says, 'The Elemental Planes are not for idle exploration. Return to me when you have a reason to enter and I will consider opening the portal for you.' With proper access to Plane of Air: Sarhya the Dawnbreeze says, 'Xegony has created four avatars, each one embodies a different aspect of her power, and each of these avatars was created with a portion of her very essence. The story goes, the one who possesses each of these essences may create a key to break Xegony's ward and enter into her inner sanctum. I don't know the truth behind this, as I have neither the power, nor the desire to challenge the Avatars myself. I have fashioned this, which I believe will form the four essences into a key.' You receive on your cursor: Pouch of Swirling Winds Lore, No Trade Class: NONE Race: NONE Size: SMALL Weight: 1.0 Weight Red: 5 Capacity: 6 Size Cap: MEDIUM Take your pouch along with a nice sized raid into the Plane of Air. You'll need to kill the four Avatars and loot their essences. This basically involves clearing the entire zone. The Avatars of Smoke and Wind are located in the lower levels of the zone, while the Avatars of Dust and Mist are located in the upper levels. Once you have the four essences, combine them in your pouch. This results in a Wind Etched Key, which is the key to Xegony's Island.
