Malcolm Thimbleton can be found in the Plane of Knowledge. He is in the west by the looms. He is not listed on find, but he is next to Sherin Matrick who is listed.
You say, 'Hail, Malcohm Thimbleton' Malcohm Thimbleton reeks of elven wine and dwarven ale as you approach him. He's having a hard time putting a sentence together. "Salut. . . sassaf. . .swee. . .erm. . .hello ______! *hic* I'm sure you're here to. . .to. . .What was I saying? *hic* oh yes! you're here to turn your silly robe into a proper tunic! And I'm just the gnome to do it! Now where'd I put my needle and thread. *hic* Give me that silly robe and I'll make a proper piece of clothing out of it.' He will take the following robes: Guardian Robe Shade Silk Robe Shainai's Nightie Bile Stained Robes Cured Shade Silk Robe Robe of the Azure Sky Malcohm Thimbleton takes the tunic from you and peers at it. "What'd you give me this for ____? It's clearly not my size! Oh! you wanted it modified that's right." He turns and puts the robe on his work bench and slowly but surely goes to work on it. Half way through he spills some of his wine on it. Undaunted, he continues to work until he finally turns back to you and hands you a very well made tunic. Although it does smell of elven wine now. You'll receive your robe back in the form of a tunic. Warning: You cannot hand the tunic back in for change back into a robe. | ||||||||||||||||||||||||||||||||||||||||

/sigh Will not work with any other robe, tried Robe of the Ishva and T2 Enc chest item. really wish this worked...
My wizard's Robe of Turmoil has a natural tunic graphic. Although she needs a new robe badly, I don't want to give up her unique tube top and leggings look. They need to allow us to do more robes with that quest.

Sucks that he only changes those seven robes, would like to see more made as tunics. Might make more/better clothing choices for the toons
Does it just change the name of the item or does it change what classes can wear it?

The only things it is supposed to change is the name of the robe and the graphic that is used for it (it's just a fashion thing really). When I did this woth a Bile Stained Robe it also removed the mana regen component, and had to get a GM to return my original robe after petitioning. Not sure if they have fixed this now.

Yes, this was fixed a couple weeks after. The Bile Stained Robes become Bile Stained Jerkin
This quest is pretty much for the classes that don't have robe graphics. When we wore the robes, we were nakid. *blushes*
