I attempted to obtain this task at level 72, just so I could fill in the missing task information.
Finlay Kitoran says, "I'm afraid I don't have any tasks worthy of your time. You should seek out areas more fitting to your experience."
So, the information given above for the quest (Maximum Level: 85) is incorrect. The maximum level is probably somewhere in the 50s (just guessing). For certain, it is no higher than 71.
I will try to log on a different evil toon in the 30-50 range (if I have one) to investigate this task further.

This is a Medium task. You're just in time to help out with a huge problem. It seems all the ingredients for the weekly baking contest have been stolen! Without those ingredients, no one will be able to make cakes and the whole event will be ruined. Some people thing a giant snuck in and stole the ingredients in the middle of the night. A giant that can sneak? That's preposterous. You need to find out who it was that took the goods and there is one person that may have witnessed it. Go find and speak with Lurik Bazz. the stupid sneaks are uncommon, they spawn east of droga drop down thing
Second step is to explore beyond the pond in Nurga, which can be done while invisible safely.
Third step is to kill 10 goblin sneaks in Nurga, which I did mainly with a 55 cleric and 53 ranger. They spawn near Droga zone and anything in that area is a PH.
Fourth step is simply to talk to an NPC in Frontier Mountains.
I got the 75 pp promise and about half a gold of experience in 53.
