One of the roamers at the zone in is a Sepulcher Skeleton. Get the candle/key for the North wing and you can get all 10 skellies by camping the first room (the three spawns before you jump thru the wall to the wing proper). Or hop down and there are loads of 'em ...
I did most of this Task in Beta, and step 3 at that time was to visit the tapestry room in the south wing. Being solo at the time (and without a Master Key), I didn't get to see what step 4 was :)

Step 2:
Kill 10 Sepulcher Skeletons in Howling Stones. These are located in the south wing, so you will need a rogue to pick the lock unless you want to try going from north wing to west wing and then south wing.
