Where abouts does he spawn in OT, inside outpost with rest or outside?

Outside, right next to the outer wall of the outpost. Front corner on the PoK book side.

The freed prisoners are Beta Nuetral. Most anyone can get the reward.
However...they are usually in a very inconvenient spot for those of the wrong race/alignment mix. As a Teir'dal Necro, I had a guildmate lightskinned Mage CotH me beside the npc, did a FAST hail and trade with bag, and gated out fast.
