If the guard looks Threateningly , then I suppose I can't do it becayse then he will attack me, correct?

It's been a busy [job] here lately, with the [orc raids] and all.' You say, 'What job?' Captain Ashlan says 'We're short-handed around here, as usual. Would you like to help us out with the [Volunteer Watch]?' You say, `What Volunteer Watch?' Captain Ashlan says 'The Volunteer Watch guards the entry gates of Highpass. Since the [orc raids] are becoming more and more frequent, it's a busy job. But it can pay well, depending on how many [orcs] you slay.' You say, 'What orcs?' Captain Ashlan says 'One of the orc clans of Kithicor Woods has been trying to expand their territory. Small orc raiding parties are frequently rushing the East Gate. Without the [Volunteer Watch] helping us out, Highpass would probably be overrun by those vile beasts.' Turn in an Orc Scalp (you may turn in up to four at once). Captain Ashlan says 'Great work! Posted: Mar 18 2001 at 11:36 PM, Rating: Sub-Default, (Expand Post) He's usually near the kith zone. if you go towards the commercial area he is on the way usually. also if hes threateningly, as long as he wont attack you you're fine. just go invis then give him the scalps. same faction/exp.
As long as he doesn't scowl at you ready to attack you should be fine. Being a Paladin I have a nightmare working with guard faction in FP and Qeynos and I can still do this quest at threteningly and dubious.

What area can he be found in High Pass? or is he in the Keep?

The quest is for Orc Scalps, not Orc PAWN Scalps. That is why he doesn't respond when you give them to him. The scalps you need come off of the Highpass Orcs, not the pawns in the commons.

Captain Ashlan hides out at the end of HighHold nearest Kithicor. After you zone in from Kithicor, head towards the keep. Just after you pass underneath the bidge sort of thing, there is a "Volunteer" (Renlor? I dont remember now) Captain Ashlan will be either right there, or up the 'tunnel' right behind the volunteer (leads up top of the bridge type thing you just went under)

I still haven't found him myself, but have heard that he resides in the pass, not in the keep.

I camped the orc camp with a group for about 8 hours and went from "glares threateningly" to dubius. I was an Ogre Warrior.
